The current position is located at the San Francisco Department of Emergency Management in the Emergency Medical Services (EMS) Division. The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Role description

Under policy direction, the Emergency Medical Services (EMS) Deputy Director of Quality Improvement is responsible for the Quality Improvement functions, initiatives, regulatory requirements and activities of the EMS Agency in a very complex pre-hospital and hospital system. The EMS Deputy Director provides leadership, direction, maintenance and development of Quality Improvement programs including cardiac, stroke, trauma, pediatrics, and other specialty care with the overall goal to improve patient care and outcomes to residents and visitors of San Francisco. They will focus on building coordination and collaboration among the participants in the EMS system to identify and operationalize the specific components of quality improvement. They are responsible for ensuring that the EMS system meets local, state and federal regulations governing EMS systems and for providing reports on quality improvement in the performance of EMS services to local authorities and the public. The position participates in numerous committees for EMS planning across City departments and represents the EMS Agency at the state level for quality improvement. They provide input and expertise on decisions on allocation of resources within the division.

Key responsibilities:

  • Plans, directs, monitors, and evaluates the San Francisco EMS System, as the division manager for quality improvement, in collaboration with system and community providers to provide the highest level of patient care and outcome.
  • Plans, monitors, and evaluates quality improvement initiatives for the EMS system through the plan, do, study, and act (PDSA) cycle.
  • Develops, manages, and assess EMS policy and protocol development through management of key EMS committees and meetings including public documents such as meeting agendas and minutes.
  • Meets with EMS Agency staff and partners to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures.
  • Requests, collects, and analyzes EMS data from hospitals, prehospital providers, and other programs for the monitoring of EMS quality improvement including preparation of monthly and annual reports.
  • Directs the allocation of quality improvement resources to achieve timely outcomes and measurable goals within the quality improvement division; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
  • Monitors the work of and coaches subordinates to improve performance within the EMS Agency quality improvement division.
  • Establishes standards, goals and objectives for EMS system operation. Monitors the system performance through quality assurance and analyzing the "gap" to produce training and recommendations for system improvement; Develops and reviews EMS programs and initiatives to address diversity, equity, and inclusion in the prehospital setting.
  • Analyzes and evaluates current and pending legislation related to EMS Programs and make changes as needed.
  • Communicates weekly with EMS Agency Director and Medical Director on status of the EMS system in the development, execution, and quality review of EMS system policies and data collection designed to improve patient care and outcomes in San Francisco.
  • Works with DEM and other partners to provide public education, coordinates EMS research efforts with Public Health, academia, and EMS providers.
  • Works with EMS Director to annually submit an EMS System, Quality Improvement, and Specialty Care Plan to the EMS Authority.
  • Identifies, documents, and addresses problems, unusual occurrences, and complaints; makes recommendations and/or takes corrective action.
  • Requires periodic ride-alongs, inspections and site visits to evaluate the effectiveness of EMS policies and procedures. These Essential Duties require being physically capable of getting on and off fire apparatus’ and ambulances in emergency settings.
  • Provides on-call coverage to support after-hours EMS emergencies and events on a rotating basis.
  • Performs other related duties as assigned.

How to qualify

All candidates must verify that they meet all elements below—education, and length, type, and level of experience including supervision of professionals and license.

Education: Possession of a Bachelor’s Degree in Business, Health Administration, or Public Administration, or a closely related field; AND

Experience: Five (5) years of experience with a large, complex healthcare organization with demonstrated experience in quality improvement projects, of which three (3) years must include experience supervising professionals; AND

License: Licensed for a minimum of five (5) years as a California Paramedic License or California Registered Nurse.  Must currently possess a current and valid California Paramedic or Registered Nurse license as a condition of employment.

Substitution

Education Substitution: Additional qualifying work experience with a large, complex healthcare organization with demonstrated experience in quality improvement projects may be substituted for the required education on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units). 

Experience Substitution: Possession of a Master’s degree in Business, Health Administration, or Public Administration, or a closely related field may substitute for one year of experience (but may not substitute for the required supervisory experience).

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Working experience in a California EMS system or Local EMS Agency , either in a quality improvement role, supervisor or management, research or regulatory capacity.
  • Management experience in an EMS system or elsewhere.

Valid licensure must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure may result in dismissal and/or termination of employment.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Supplemental Questionnaire Exam (Weight: 60%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire Exam. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position.  All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

A passing score on the Management Test Battery, and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
