Role description
As the SFMTA continues to invest in technology to address the communication needs of a local audience with very high expectations and standards, the Agency is seeking a creative and curious self-starter to help implement user-friendly experiences.
Under the general supervision of the Digital Communications Principal, the Digital Communications Specialist is responsible for implementing and maintaining digital solutions along with providing technical and analytic support for software applications as they relate to the needs of the SFMTA. The Communications Division’s Marketing section is responsible for identification, implementation, and management of agency-wide communications tools for customer support and outreach to constituents.
The IS Business Analyst – Assistant (Digital Communications Specialist) will perform functional tasks such as business process and systems analysis, testing, and user support for tools such as SFMTA.com which is powered by Drupal and the Agency’s customer relationship management (CRM) platform, Salesforce. A key function of the role is to advocate for the customer experience of how people access transportation information including trip planning and wayfinding as well as Agency project and business information published on SFMTA.com.
Examples of Essential Functions:
- Assist in the analysis of user needs and requirements to research and evaluate software.
- Assist in conducting systems analysis and configuration activities for Drupal and Salesforce to document new and modified user experience.
- Participate in the development of new requirement specifications to test resulting solutions and ensure they effectively address user and/or program needs.
- Assist in the provision of user training through the creation of instruction and technical manuals.
- Provide technical support to users for website and CRM with advice on best practices.
- Coordinate with users and outside vendors, when necessary, to respond to service requests and implement solutions to problems.
- Participate in industry user meetings or meetings of related committees, particularly as such meetings relate to advances in Drupal, accessibility, inclusion, and Salesforce.
- Assist in the provision of accessibility for all audiences across all SFMTA digital communications tools to ensure commitment to equity and inclusion.
- Perform related duties as required.
Nature of work: Essential duties require the following physical skills and work requirements: Some positions may require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment. May require hand/eye coordination for semi-skilled movements, such as taking apart casings, installing parts and reconnecting computers and for performing data entry. May involve extensive VDT exposure.
How to qualify
Minimum Qualifications
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Substitution: Experience in the information systems field, including technical support, content management, administration of network applications or system analysis may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Experience using a Content Management System such as Drupal for web content management and search engine optimization
- Experience using Salesforce Customer Relationship Management for data entry, administration, and reporting
- Experience using cloud-based software productivity tools such as Google Docs Editors (Docs, Sheets, Maps, etc), Microsoft Office Suite (Word, Excel, Teams, etc), and project management tools (Trello, Jira, MS Project, etc)

Selection Process:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation/Supplemental Questionnaire (Weight: 100%): Candidates who meet the minimum qualifications for this position will be receive a Supplemental Questionnaire via email following the closing date of this job announcement. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be ranked on the eligible list. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligibility List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved.
