Role description

This position performs complex, sensitive, and detailed professional-level analytical work in the areas of legislative and administrative policy and data analysis related to children, youth and family services. The position supports Departmental functions with data management, policy analysis and program evaluation, as well as conducting key research and strategic planning. This position will report to the Data and Analytics Manager but will also provide analytical support to program managers in other units and is expected to exercise excellent independent judgment.

The essential duties of this position include:

  • Analyzes trends in Department-funded services, prepares statistical reports; coordinates and monitors departmental reporting including the reporting of data by DCYF-funded programs.  
  • Works with staff from various teams in to define and monitor key metrics in initiatives and with the Department’s contracts with nonprofit providers that ensure alignment with systemwide goals and support performance accountability.
  • Manages the DCYF Contract Management System (CMS) to monitor grant-funded activities and spending and coordinates with Department vendor to develop and implement system improvements
  • Prepares recommendations with appropriate supporting documentation regarding how to comply with legislation and regulations, Mayor’s and Board of Supervisors’ directives, law, court decisions and/or memoranda of understanding; develops implements and monitors new and revised reporting systems required by legislation and/or new policy. 
  • Assists with the understanding of COVID recovery needs and services, including as related to the required the Department’s Community Needs Assessment (CNA) and Service Allocation Plan (SAP) and Request for Proposals (RFP), including analyzing policies, and quantitative and qualitative data. 
  • Develops, implements, reports on and creates dashboards with program outcomes, indicators, and systems for tracking the progress for both public reporting and internal management purposes.
  • Conducts other ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys.

How to qualify

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Special Experience Requirement:

In addition to meeting the minimum qualifications, applicants must have at least six (6) months of verifiable experience in each of these two (2) areas:

Policy Analysis: Children, Youth and Families – 6 months. Experience conducting complex and comprehensive analyses to analyze performance outcome measures and/or policy relating to education, health or social services impacting children, youth and families.

Community Development: Children, Youth and Families – 6 months. Children, Youth, and Families Work refers to experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and wellbeing; youth workforce development and empowerment; out of school time; violence response and truancy prevention; and community building with a focus on children, youth and their families.

The above minimum qualifications reflect 2 special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Candidates who send in a completed MQSQ by the deadline stated in the e-mail, and meet the minimum qualifications will be invited to participate in 1823 Written Multiple-Choice exam.

Written Core Examination (Weight: 70%) -  Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to: Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis; Ability to communicate written information (includes ability to proofread); Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas); Ability to comprehend and understand written information; Ability to use various computer software programs; Ability to conduct research; Ability to establish and maintain cooperative and effective working relationships; Knowledge of, and the ability to apply, principles, practices and procedures involving office operations.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Supplemental Questionnaire Evaluation (Weight: 30%) - Candidates who meet the Minimum Qualifications and attain a minimum passing score on the 1823 Written Multiple-Choice exam, will be e-mailed a Supplemental Questionnaire with 4 essay questions.  It is designed to measure the knowledge, skills and abilities required for this 1823 position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.

A passing score on the Written Multiple-Choice Examination and Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
