The department is divided into four divisions – Operations; Building Design and Construction; Infrastructure Design and Construction; and Finance and Administration. The Director’s Office provides external and internal communications, policy direction, government relations, and emergency management. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

The SFPW is accepting applications for a Permanent Exempt Payroll Manager (0922 Manager I).

Appointment Type: Permanent Exempt (PEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and shall not exceed 36 months.

Role description

The Payroll Manager is responsible for managing and directing electronic payroll production for San Francisco Public Works (SFPW). This position will develop, implement, maintain and evaluate payroll and leaves administration procedures and guidelines; manage and direct professional, technical, and clerical payroll and leaves administration personnel; and coordinate and monitor payroll and leave administration activities compliance.

  • Manages the direct payroll functions and leaves and workers’ compensation administration for all SFPW departments and divisions.
  • Manages and directs staff engaged in time reporting and payroll processing. 
  • Coordinates the delivery of payroll data; develops performance measures; and manages productivity to improve SFPW Payroll operations and services; participates in the identification, analysis and resolution of problems, issues, and conflicts.
  • Determines and verifies proper salary payment in compliance with prescribed rules and regulations, such as various government codes, charter provisions, and union contracts; maintains related accounting controls for audit purposes.
  • Provides guidance in the preparation, review, and maintenance of a variety of complex payroll records and reports, memoranda, and correspondence.
  • Interprets and implements pertinent laws, ordinances, regulations, policies and procedures to clarify and expedite payroll processing.
  • Develops and updates procedures and techniques for payroll personnel functions; writes new procedures for the implementation of policies.
  • Ensures SFPW payroll procedures comply with applicable federal, state, and local laws and guidelines, and payroll best practices and internal controls.
  • Participates in conferences and staff meetings relating to departmental activities, civil service rule changes and new procedures to improve payroll operations; attends and participates in meetings regarding electronic data processing and its application to payroll and personnel operations.
  • Interprets and documents pertinent labor contract provisions, charter and administrative code provisions, civil service rules, annual salary ordinances, departmental rules and other documents governing employee's pay and benefit rights; provides written and oral explanations to management, union officials and employees.
  • Confers with departmental representatives, Health Service System, Retirement System, representatives of outside organizations, and others regarding the interpretation and application of various laws, codes, rules, and other matters pertaining to payroll operations.
  • May perform additional duties as assigned.

How to qualify

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Five (5) years of progressively responsible clerical and office experience in the preparation and maintenance of detailed and complex payroll and personnel records and reports.

Education Substitution – Additional verifiable payroll work experience may substitute for up to two years of the required education on a year-for-year basis. (One year of full-time experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

  • Two (2) years of supervisory experience in the area of payroll functions.
  • Experience providing payroll services to a large, unionized organization.
  • Experience with data analytics and reporting.
