Who We Are. The first of its kind in the nation, the San Francisco Commission on the Status of Women was established in 1975 by the Board of Supervisors after years of advocacy on the part of the San Francisco women’s community. In 1994, the voters of San Francisco approved Proposition E, which created a permanent City Department on the Status of Women to carry out the policies of the Commission.
* All references to “women and girls” include gender-expansive individuals and any woman or girl identified individual.
Today, the Commission and the Department’s primary purpose is to ensure women and girls equal economic, social, political, educational and leadership opportunities within City and County government through policies, legislation and programs.
Each year, the Department’s grants program distributes funds to community-based nonprofit organizations that provide essential programs and services to over 20,000 individuals annually. In 2021, as part of a strategic shift to create a greater impact and serve more San Franciscans while building a more diverse and efficient city government through gender-responsive, racially equitable policies and programs, the Department identified three core service areas to catalyze transformative change in the lives of women, girls, and gender nonbinary people: Health and Safety; Economic Security; and Civic Engagement and Political Empowerment.
Through these areas, the Department aims to improve the whole lives of our targeted communities, including their health, wealth, physical safety, and well-being. Our programming is designed to not just create balance when it comes to the construct of gender, but also to empower women, girls, and gender nonbinary people with the tools and resources to build pathways to healthy, safe and prosperous futures.
Job Description
Financial empowerment and independence have been the greatest drivers of gender equity around the world. The ability to financially care for oneself is crucial in combatting a host of issues where gender disparity is jarring. The road to financial security and freedom is paved through education, but more importantly access - access to capital, access to networks and access to opportunities. Certainly, entrepreneurship, ingenuity and grit play vital parts to generating wealth, but we cannot expect to end systems of oppressions without actively taking strides to overcome the inert structures holding women, girls and nonbinary people back from equal economic opportunity.
To that end, the Department has expanded its focus to include services that support financial stability, security and mobility around jobs and employment, housing, financial literacy, subsidized childcare, paid family and dependent leave, saving and investing, entrepreneurship and other avenues to economic success.
Additionally, DOSW is currently piloting a variety of guaranteed income and micro-grants programs serving our core constituencies. We’re also working to build strategic partnerships with banks and other financial institutions to encourage resources and support like micro-lending, small business loans, and student loan/ debt forgiveness.
What You Will Do. Under general supervision, the Program Manager is expected to perform difficult and detailed professional-level work in a variety of functional areas; exercise excellent independent judgment at all times; and is responsible for developing, implementing and promoting programs for the Department on the Status of Women; as well as coordinating a variety of activities including, but not limited to: women’s rights, health and safety, economic security, gender-based violence education, intervention and prevention and civic engagement and political empowerment.
This work requires strong analytical acumen; the ability to multi-task and shift priorities quickly and effectively; comfort with technical details as well as big-picture concepts; strong written and oral communication skills; the ability to make effective oral presentations to a variety of audiences at all levels of expertise; establish, maintain and foster harmonious working relationships with a variety of City departments, community stakeholders, grantees, allies and partners.
The essential duties of this position include:
1. Assists in the development, coordination and implementation of programs to enhance the status and well-being of women, girls and nonbinary people in the City and County of San Francisco; implements and coordinates the work and activities of assigned projects; monitors and evaluates effectiveness of programs and projects; and prepares progress reports.
2. Implements and coordinates the work and activities of grants and grant recipients; monitors compliance with grant terms and requirements; prepares progress reports; works closely with grant partners to meet the goals and objectives of the grants; provides ongoing technical assistance and support to organizations and individuals in pursuit of grant goals.
3. Works with women’s and other community organizations to address the wide range of issues impacting women and girls in San Francisco; provide ongoing technical assistance to organizations and individuals, coordinates services and development of policy and develops training and informational resources.
4. Works with program staff, City departments and agencies and community-based organizations to enhance communication between City departments and interested parties; ensures coordination of services and development of policy where needed; and coordinates and improves the representation of women and girls in elected, appointed and key decision-making roles.
5. Works with program staff and City departments to assist in developing policy, procedures and protocols; coordinates services; provides training information to departments; and creates projects for cross training around program issues.
6. Promotes public education and awareness of the issues of women and girls and provides information on resources, training and other services provided by DOSW; coordinates and/or conducts outreach to San Francisco communities, City departments and agencies and community-based organizations, including media relations.
7. Attends, participates in, and reports on meetings related to women’s and girl’s issues; represents the Department before community, Commission(s) and City meetings and hearings and the media; makes presentations to City personnel, public and private groups and others on various women’s issues in order to train personnel, and to advocate/lend support to policies, programs and legislation that promote the service needs of women and girls.
8. Conducts research, gathers and analyzes information and statistical data on issues and legislation affecting women and girls; identifies new and emerging issues; develops strategies and makes recommendations for policy; drafts, edits and/or writes reports and other documents on issues related to women and girls.
9. Works with Department staff to compile, produce and distribute public service announcements for all media platforms, including television, radio, social, digital, etc.; develops and disseminates marketing materials and department brochures.
10. Establishes and maintains a resource library of materials and documents related to women’s and girl’s issues, including documents and information related to specific assigned project(s).
11. Handles logistics for meetings, complying with public meeting laws; locates meeting sites; schedules meetings; prepares agendas; prepares and disseminates supporting documentation; staff meetings and takes minutes. Assists at conferences or large meetings by setting up tables and chairs, directing attendees to appropriate seats, taking attendance and other similar activities.
12. Provides administrative support to senior staff and Director such as preparation of routine correspondence and memoranda, graphs, flow charts, materials for presentations and community outreach meetings, reports, contract documents and grant proposals; maintains files; answers telephone and provides information to callers; organizes and distributes mailings and assists clients in the office’s reception area.
13. Performs a variety of technical roles related to computer/ hardware maintenance; enters and maintains information in databases, spreadsheets and tables; and produces reports.
14. Trains and supervises the work of student interns, volunteers and junior staff.
15. Performs related duties as required.
How to qualify
Minimum Qualifications:
- Two years professional-level work experience in a program coordinating a variety of activities related to women’s rights, monitoring gender-based discrimination or other related issues; AND
- One year of experience administering programs with significant responsibility for planning activities, coordinating resources, monitoring programs and/or contracts, and directing or supervising personnel.
Substitution: A baccalaureate degree in a related field (e. g. women’s studies, social science, political science, or other closely related field) may substitute for #2 of the required experience.
