The San Francisco Department of Public Health is accepting applications for Administrative Director (0922 Manager I) at Laguna Honda Hospital.

Role description

Under the direction of the Chief Executive Officer (CEO), the Administrative Director (0922 Manager I) at Laguna Honda Hospital is critical to the hospital’s reorganization and path to recertification. The Administrative Director leads the organization through day-to-day operations to ensure the highest level of quality outcomes in accordance with local, state, and federal regulations, and standards and established facility policies and procedures to provide appropriate care and services to residents. Assist with ensuring that hospital operations are survey-ready and lead to recertification.

At the direction of the CEO and in consultation with the Nursing Home Administrator, the Administrative Director (0922 Manager I) directs, supervises, and manages department supervisors, assuring successful operations. Assists with building an Administrative Department that is synergistic in achieving department goals and reducing silo management. The Administrative Director supports and develops facility and strategic goals, builds a team approach to ensure that departments function in accordance with current federal, state, and local standards, guidelines, and regulations that govern long-term care facilities. The incumbent will lead operational departments and establish an administrative structure in this new role.

ESSENTIAL DUTIES:
The Administrative Director (0922 Manager I) performs the following essential job functions:

  1. Assists with ensuring that hospital operations are survey-ready and that operational efforts lead to recertification.
  2. Maintains effective professional liaison relationships with departmental, city and county, state, and federal agencies.
  3. Partners in the support of department/division and institutional projects, policies, change implementation, and serves as primary resource for issues and communications.
  4. Advises operational departments on best practices related to regulatory requirements and best practices to achieve high quality outcomes.
  5. Supports and develops facility and strategic goals and tracking mechanisms to ensure regulatory compliance.
  6. Builds a team approach to ensure that departments continuously function in accordance with all requirements.
  7. Leads operational departments and establishes an administrative structure to support ongoing compliance and excellent resident outcomes.

The Administrative Director (0922 Manager I) performs other duties as required or assigned.

How to qualify

Required Minimum Qualifications (all applicants must verify that they meet both elements below, including experience running a health-related program):

  1. Education: Possession of a bachelor’s degree from an accredited college or university;

AND

      2. Experience: Three (3) years of verifiable professional experience running a health-            related program.

Education substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

  • Two (2) years of supervisory experience

Testing/Selection Procedures: Departments will determine appropriate selection procedures for this position.

Licensure/Certification/Registration: Valid licensure/certification/registration as a requirement to perform this job must be kept current throughout length of employment. Note on Electronic Health Record (EHR): The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.  

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
