Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description

The Capital & Planning Division is currently delivering a portfolio of over 80 Capital Improvement Projects with a value of approximately $800M.  These 80 projects move through planning, design and construction phases, and during each of these phases the projects require a high level of community engagement, communication with the public, internal communication within the Department and external communication with other City departments.  The success of these projects is often dependent on the quality of stakeholder engagement and outreach conducted by the division to set clear project goals and expectations with the public.  We're looking for a Senior Capital Analyst to join our team and serve as Lead Analyst for India Basin Shoreline Park Initiative.

Essential Duties & Responsibilities

  • Analyzes, forecasts, and reports on the India Basin Shoreline Park capital improvement project estimated at $200 million.
  • Collaborates with initiative leads to develop, monitor, and present the project budgets regarding design, construction, equitable development, activation, and workforce development.
  • Produces financial statements and cashflow reports for the executive team’s review to audit project expenditures and determine financial outlook and project feasibility.
  • Oversees a combination of funding sources with unique grant requirements and grant matches to ensure the initiative meets projected schedules and timelines to prevent funding forfeitures.
  • Submits quarterly reimbursements and responds to annual audit inquiries from federal, state, local and private granting agencies.
  • Ensures project finances abide by Generally Accepted Accounting Principles.
  • Provides unorthodox and creative solutions in instances of cashflow constraints for executive team review and approval.

In the Budget Formulation Management System (BFM), loads the divisions’ capital project budgets and corresponding capital project sources.

Analyzes Rec Park Project Managers’ capital construction project finance-related inquiries and discrepancies. Provides strategy with action items to achieve financial reconciliation. 

Provides Rec Park Project Managers with requested financial reports.

Performs analytical work on future Construction Management/General Contractor projects (CM/GC) like Gene Friend Rec Center.  Examples of duties include, but are not limited to: tracking trade packages, compiling invoice packages for payment, managing encumbrances, monitoring adds & draws against the project contingency.

Produces reports for public oversight and consumption. Works in collaboration to address questions pertaining to reports.  Examples of reports submitted to city departments/committees include but are not limited to: Interagency Plan Implementation Committee, Citizens’ General Obligation Bond Oversight Committee, Office of Public Finance, Office of Resilience and Capital Planning.

Frequently performs transactions/uses PeopleSoft modules that include but are not limited to – budget transfers, journal entries, commitment control, project costing, purchase orders, accounts payable.

How to qualify

MINIMUM QUALIFICATIONS

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A; 

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Special Condition:  Valid CA Driver's License

Desirable Qualifications

  1. Experience using the city’s financial systems, such as PeopleSoft Financials and BI, BPMS, etc.
  2. Advanced proficiency in utilizing Microsoft Office Suite (i.e: Microsoft Word, Teams, and Outlook), including advanced ability using Excel (i.e., spreadsheets, pivot tables, etc.)
  3. Experience working with senior-level staff, including the ability to disseminate information and present/report out to management.  Experience presenting analysis to an audience of varying financial backgrounds.
  4. Proficient in managing multiple sources of data; ability to identify trends, design reports, and conduct audit and analysis of data.
  5. Experience managing local, state, and federal grants.  Experience abiding by grant guidelines and requirements.  Prepares reimbursement packages for grantors’ review and approval.

What else should I know?

Appointment Type:  This is a Permanent Exempt appointment. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and serves at the discretion of the Appointing Officer with appointment duration of up to three (3) years. 

Compensation:  $110,630 - $134,446 annually
