Role description

Under administrative direction, the Terminal Systems Manager is responsible for the day-to-day activities of terminal systems operations in all common use facilities to ensure optimal service levels with common use systems users including: aircraft gate management (resource management, aircraft docking systems), airport operations database, passenger processing (airline reservations, check-in, seat assignments, etc.), baggage processing (baggage delivery, baggage carousels, security screening, etc.), computerized resource management and allocation systems, passenger loading bridges, and flight information displays.

Key responsibilities:

  • Monitor operations and customer service.
  • Work closely and coordinate all activities of the common use terminal systems, gate and airport resource management with airlines, tenants and service contractors.
  • Assist in the development and implementation of operational policies and procedures to ensure efficient operations and compliance with Customs and Border Patrol (CBP) processing standards and Transportation Security Administration (TSA) security requirements.
  • Develop and administer maintenance and terminal systems contracts. 
  • Manage the Baggage Handling System (BHS).
  • Maintain the Computer Based Training system (CBT) for all users and airline companies.
  • Use of business intelligence software to monitor, evaluate and ensure system maintenance requirements.
  • Perform other duties as assigned.

How to qualify

Education

Possession of a baccalaureate degree from an accredited college or university.

Experience

Five (5) years of professional-level experience in aviation operations, airport facilities operations, and/or airport common use and resource management systems coordination.

License and Certification

Possession of or ability to obtain a valid California Class C driver license prior to employment.

Substitution

Education Substitution: Additional qualifying full time work experience (2,000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Experience managing programs/projects involving installation, maintenance, troubleshooting, repair, and modification of electronic control systems and subsystems related to Baggage Handling Systems, Electronic Display Systems, Passenger Queue Management, and/or Multi-system Interface.
  • Excellent decision-making skills and the proven ability to take ownership of programs/projects involving variety of control components and mechanical machinery operation, maintenance, and repair.
  • Experience planning, managing, and tracking the work of contractors engaged in support of Airport Passenger Processing Systems (PPS) such as Shared Use System (SUS), Airport Operations Database (AODB), Resource Management Systems (RMS), Baggage Massage Broker, Baggage Reconciliation System Scanners (BRS), Advanced Visuals Docking Guidance System (A-VDGS), Common Use Self Service Kiosks (CUSS), or similar systems.
  • Experience developing and administering contracts relating to airport systems maintenance and/or terminal operations.
  • Experience with airline and airport Shared Use related systems such as gate and facilities management systems, Passenger Processing Systems (PPS), Resource Management Systems (RMS), Information Displays Systems (IDS), Passenger Boarding Bridges (PBB), and Baggage Handling Systems (BHS).
  • Excellent oral and written communication skills.
  • Two (2) years of supervisory experience in aviation operations, airport facilities operations, and/or airport common use systems coordination fields.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Nature of Work

Ability to work effectively with managers, co-workers, contractors and other personnel; ability to identify issues and problem solve.  May be required to deal with system interruptions/tests and emergencies outside of regular schedule, including weekends, nights, and holidays.

SELECTION PROCEDURES

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation (Weight: 60%)
Applicants who meet the position minimum qualifications will be sent a Supplemental Questionnaire designed to measure the knowledge, skills and/or abilities in job- related areas required for the position which may include but not be limited to:

  • Knowledge of airport rules and regulations which pertain to airport operations including all Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations
  • Information technology applications and integrated systems at airports
  • Management and administrative techniques which includes planning, allocating of resources, and developing and monitoring budgets
  • Common use airline related systems
  • Airport Baggage Handling Systems (BHS) controls and system design
  • Ability to effectively manage or coordinate staff and/or contractors which includes planning, prioritizing, scheduling and effectively delegating responsibility, monitoring productivity and evaluating outcomes
  • Research, identify problems, and make recommendations to resolve complex problems
  • Deal tactfully and effectively with all levels of personnel
  • Provide work-related information verbally in a clear, well-organized and concise manner
  • Prepare clear, accurate, logical and complex documents such as reports, memos, correspondence, and statistical data

A passing score on the Supervisory Test Battery, and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

What else should I know?

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Customs Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this

position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination: Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six months, and may be extended with the approval of the Human Resources Director.
