Role description

The Streets Division of the San Francisco Municipal Transportation Agency (SFMTA) is responsible for designing, directing, and managing all transportation planning and engineering functions within San Francisco, including placement of signs, signals, traffic striping, parking meters, curb markings and delivering bicycle, pedestrian, and traffic calming projects.  Our mission is to promote the safe and efficient multi-modal movement of people and goods and inviting streets and sidewalks for all who walk and use a bicycle throughout the City.

Parking Enforcement and Traffic consists of various details including general meter enforcement, color curbs, commute zones, double parking, abandoned autos, resident permit parking. The subdivision is responsible for towing of illegally parked vehicles, boot immobilization, and towing of scofflaw vehicles. Parking Control Officers also help support peak hour travel, respond to emergencies, and facilitate special events by directing traffic at fixed posts around the city.

Under general supervision, the IT Operations Support Admin I performs duties to support Parking Enforcement operations utilizing vendor-provided hardware and software. Incumbent will work with Parking Enforcement staff and vendor support staff regularly. Position will coordinate with and visit other Parking Enforcement locations to provide enforcement systems support.

Essential Functions:

1.  Performs computerized data input, record maintenance, and generates reports.

2.  Maintains handheld citation ticket writers for use by parking enforcement staff daily, ensuring systems are updated and operational through CitySight and eTIMS.

3.  Maintains License Plate Recognition enforcement systems used by parking enforcement staff daily through Genetec Security Center.

4.  Prepares and maintains documentation of enforcement system assets provided by vendor and agency.

5.  Manages RMA process of vendor returns for repair, replacement, and maintenance of handheld citation writers.

6.  Troubleshoots enforcement systems and recommends software improvements.

7.  Downloads files as required to be transferred to vendor or uploaded into enforcement system. 

Examples of software used include eTIMS ticket management systems, Genetec Security Center for ALPR, Business Objects software to query databases, and CitySight software to manage handheld citation writers.  Training on these systems will be provided by the vendor, as they are proprietary software.

8.  Resolves routine issues including problem tracking, analysis, and resolution; provide problem determination; analyze and resolve system problems to ensure continuous system operations required for scheduled data processing functions; administer off-site storage of data.

9.  Monitors and review system software applications and procedures pertaining to accurate reporting; review system output and data processing operations for accuracy and completeness; provide communications support between systems.

10.  Assists in the development and production of system/end-user documentation for applications processing and procedures.

11.  Assists in the development and implementation of training activities and materials; instruct users in logon and document identification procedures.

12.  May include additional duties as assigned.

How to qualify

Education: requires an Associate Degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].

Substitution: experience performing analysis, installation and technical support in a network environment may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).  One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Special Condition: This position requires possession of a valid, unrestricted, Class C driver license.

Selection Procedure:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation / Supplemental Questionnaire (Weight - 100%)Candidates who meet the minimum qualifications for this position will receive a Supplemental Questionnaire via email following the closing date of this job announcement. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Eligible List/Score Report: A confidential eligible list/score report of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list/score report, shall not be made public unless required by law. However, an eligible list/score report shall be made available for public inspection, upon request, once the eligible list/score report is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission. 

The duration of the eligible list/score report resulting from this examination process will be 12 months and may be extended with the approval of the Director of Transportation.
