The roots of the San Francisco Human Rights Commission (HRC) go back to 1964, when the modern day civil rights movement manifested in San Francisco through demonstrations against hotels, supermarkets, drive-in theaters, and automobile showrooms that discriminated against African Americans. In early 1964, Mayor John F. Shelley appointed an interim committee on human relations, which subsequently recommended to the Board of Supervisors that a permanent Human Rights Commission be established.
The Human Rights Commission advocates for human and civil rights, and works in service of the City’s anti-discrimination laws to further racial solidarity, equity, and healing. For over 60 years, HRC has grown in response to San Francisco’s mandate to address the causes of and problems resulting from prejudice, intolerance, bigotry, and discrimination through the following work:
- Advocating for human and civil rights
- Investigating and mediating discrimination complaints
- Resolving community disputes and issues involving individual or systemic illegal discrimination
- Providing technical assistance, information, and referrals to individuals, community groups, businesses and government agencies related to human rights and social services.
The Office of Sexual Harassment and Assault Response and Prevention (SHARP)
The SHARP office is the gender-based violence prevention division of the SF Human Rights Commission. We work to ensure that survivors of sexual violence are believed, responded to, and treated with dignity when navigating city government to voice their experience of sexual violence. We do this work by centering the experiences of those most impacted by sexual violence and prioritizing community-led solutions towards healing and justice.
Role description
The SHARP Office is seeking to hire a Program Assistant to interact directly with individual survivors of gender-based violence, their advocates and community organizations. The Program Assistant will be responsible for managing intake scheduling and record keeping and will work with SHARP staff to help navigate survivors through government and community processes. This position, along with other SHARP staff, will have an important opportunity to lead policy initiatives and drive conversations on accountability and responsiveness, with the potential to have national influence on institutional and societal responses to sexual assault and harassment, and the resulting trauma. This position will be supervised by the Director of SHARP and will receive guidance from community-based organizations working to end gender-based violence.
Duties
1. Disseminates information and answers inquiries about the office of SHARP by communicating with the public, departmental personnel and other departments, including managing SHARP’s social media presence and website.
2. Manages SHARP intake records. Organizes and keeps records of complaint documents, records and correspondence, and compiles information and data in preparation for reports made to the Human Rights Commission and other City agencies.
3. Tracks and maintain records for the community grants managed by SHARP.
3. Along with other SHARP employees, staff SHARP’s advisory group and community work group composed of representatives from community-based organizations, educational institutions, and survivors of sexual assault, to develop recommendations for improving the City’s efforts to combat and prevent sexual assault and sexual harassment.
4. Receives SHARP telephone calls, walk-ins and emails and responds to or routes calls accordingly.
5. Campaign & Events Management:
- Coordinates public events and outreach campaigns that involve multiple city organizations, agencies, and media outlets
- Works closely with city officials and community-based advocates to test public outreach campaign messages in advance
- Provides feedback to campaign designers
- Monitors message reach and outcomes from the campaign
6. Performs related duties as required.
Desirable Qualifications
1. Experience collaborating with survivors of sexual harassment and assault, including survivors who are women and non-binary people of color, youth, people with disabilities, homeless and marginally housed individuals, indigenous women, monolingual transgender women, formerly incarcerated women, and sex workers. A lived experience that reflects these communities is highly desirable.
2. A strong background working with organizations rooted in intersectional feminism, racial and gender equity, LGBTQI rights, undocumented communities, disability rights, prisoner rights, and labor organizations, including janitorial, domestic worker and farm worker organizations.
3. Knowledge of criminal justice system, including how cases flow, understanding of general office organization, and knowing where difference can be made and the ability to think critically about it. Knowledge/familiarity with San Francisco’s criminal justice, medical, and social services systems strongly preferred.
4. Knowledge of and fluency in understanding factors contributing to mass incarceration, along with a clear awareness of restorative and transformative justice as it relates to community public safety.
5. Experience meeting with and supporting survivors of sexual harassment and assault.
6. Bilingual Preferred
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university AND one (1) year of administrative/professional experience in community development , housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, or elections related work; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice.
Substitution: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, and/or elections related work may substitute for the educational requirement in Qualification #1 on a year-for-year basis.

Exempt employment
This role is exempt from the San Francisco Civil Service Rules, and employment is at the discretion of the appointing officer for a period of not-to-exceed three years. (Category 18)
