 DCYF supports children and youth in all of San Francisco's neighborhoods and districts as a grant-making entity to community-based organizations, which requires data gathering and analysis to inform strategic funding. The primary areas of DCYF funding are Early Care and Education; Out of School Time; Educational Supports; Enrichment, Leadership and Skill Building; Justice Services; Youth Workforce Development, Mentorship; Emotional Well-Being and Family Empowerment. While DCYF traditionally follows a 5-year funding cycle, due to the pandemic, the Community Needs Assessment (CNA) process is postponed by a year. Additionally, DCYF is engaged in COVID Rapid & Sustained Response efforts including but not limited to the Community Hubs Initiative (CHI). This short-term project is designed to assess, measure, and inform DCYF’s investments during the pandemic to ensure equitable and holistic services, offering avenues to enhance learning, while simultaneously creating healthy family and community environments to support individual growth despite the pandemic-induced harms to San Francisco’s children, youth and their families. Please visit our website at www.dcyf.org for more information.  

Role description

Under general supervision, the Nutrition Program Specialist will provide administrative support to ensure appropriate implementation of the Summer Meal and After School Meal Programs. They will assist in compiling data and reports to appropriate stakeholders and perform related duties as required.

Essential Job Duties and Responsibilities:  

 

  1. Provide logistical support and technical assistance for Summer Lunch & School-Year sites trainings, such as assist in compiling and arranging training program materials, sign in sheets, and documentation of attendance, review compliant forms etc.
  2. Oversee the daily operations of the Summer Meals and School-Year Meals programs. Includes administrative tasks such as answering phones and handling follow-up such as lowering meal counts, ordering bag lunches/suppers, changing mealtimes or troubleshooting delivery or meal problems. Communicate changes to the sites and meal vendors. 
  3. Trouble-shoot and resolve vendors and meal sites issues as they arise. Direct and escalate issues with appropriate meals & snacks representatives and supervisors to ensure timely resolution of issues.
  4. Provide technical assistance to ensure sites are compliant with USDA and CDE/CDSS regulations and ensure all site reviews are completed by the deadlines. Report major problems to supervisor.
  5. Provide support to sites to monitor food waste and support healthy food behaviors at meal sites
  6. Lead the collection and processing of all data and reports and submit to CDE/CDSS using program application such as CNIPS and DCYF’s ETS (electronic tally system) within deadlines.
  7. Assist in preparing and analyzing reports and invoices, and assist in policy recommendations based on evaluation of performance and relevant data
  8. As assigned, attends project-related community and other meetings, and provide program information and support services to various groups.
  9. Provide training, small group or individualized coaching to 10-12 other part-time class 9910 employees (Summer Lunch Site Monitors). Lead in overseeing progress of summer lunch site monitors, assure that all sites are compliant with all regulations, and ensure the 1st and 4th week monitor visits are done in compliance with stakeholders and granters. Collect and review documentation by monitors and enters data of number of meals served. Report major problems to supervisor.
  10. Assist with other administrative projects on as needed basis related to Nutrition or DCYF.

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance, or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Special Condition:   Six (6) months of experience in community development in area of children, youth, and families that includes experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and well-being; nutrition education and development; youth workforce development and empowerment; out of school time; behavioral health services; transitional age youth services; violence prevention and intervention; and community building with a focus on children, youth, and their families.

The above minimum qualifications reflect one (1) special condition associated with the position to be filled.   It may differ from the standard minimum qualifications associated with this classification.

Verification of the one (1) special condition will be required at the time of hire. 

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week).

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Candidates who send in a completed MQSQ by the provided deadline and meet the minimum qualifications will be invited to participate in the 9774 Supplemental Questionnaire Evaluation.

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications, and complete and submit the Minimum Qualification Supplemental Questionnaire, will be e-mailed a Supplemental Questionnaire with 3 essay questions.  It is designed to measure the knowledge, skills and abilities required for this 9772 position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.

A passing score on the Supplemental Questionnaire Evaluation must be achieved to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
