About:

The City and County of San Francisco spends over $2 billion on procurement annually (including professional services, construction, grants, commodities, and general services). Its primary procurement department, the Office of Contract Administration (OCA), also known as the Purchasing Division, is responsible for procuring the commodities and services that are essential to providing governmental services for the citizens of San Francisco. The department additionally provides Citywide oversight and administration of all City purchases subject to San Francisco Administrative Code Chapter 21, ensuring City departments abide by public contracting rules and regulations, and further supports City procurement and contracting efforts by developing and administering solicitation and contract templates, and providing training to contracting staff.

Role description

This is a hybrid role that works both in-office and remotely. 

The Opportunity

In April 2022, the City Administrator’s Office, Controller’s Office, and Department of Human Resources came together to launch the Government Operations Recovery Initiative, a special initiative aimed at addressing staff shortages, contracting backlogs, and financial system challenges that make it difficult to operate effectively and efficiently. As part of the procurement reform initiative, the Office of Contract Administration is launching a new Contract and Procurement Support team (CAPS team) staffed by three (3) or more 1822 Contracts Analysts to provide procurement and contracting assistance to City departments for Chapter 21 professional services. This is a good opportunity for anyone who enjoys managing projects with significant operational impacts, is dedicated to ensuring that public institutions contract equitably and transparently, enjoys both independent and collaborative work, and sees themselves as a budding public sector leader. Contracts Analysts will have the opportunity to work across multiple City departments, touching a wide variety of program areas and having a meaningful impact on City operations.

The Role

As an 1822 Contracts Analyst on the CAPS Team, you will be responsible for working independently and collaboratively with City department staff to create and execute the complete life-cycle of contract solicitations and awards. This includes but is not limited to:

  • Conducting competitive solicitations on behalf of City departments. This may include:
    • Working with City departmental staff to develop competitive solicitations (e.g., RFPs, RFQs, RFqs) and supporting documents.
    • Hosting pre-proposal meetings and answering Q&A from potential Proposers.
    • Analyzing proposals and screening for minimum qualifications.
    • Facilitating the scoring and selection processes.
    • Issuing formal Intents to Award City contracts.
  • Creating draft contracts using City templates.
  • Facilitating contract negotiations between City department program staff, the City Attorney’s Office, and suppliers.
  • Entering contract details into PeopleSoft, the City’s contracting system of record, and facilitating the contract execution process.
  • Creating and submitting waiver requests on behalf of City departments for waiving City’s contracting requirements.
  • Drafting and submitting requests to the City’s Civil Service Commission and Department of Human Resources.
  • Performing other related duties as assigned.

We are looking for candidates who are agreeable to work occasional overtime and have flexibility to meet the procurement and contracting needs of City departments. When overtime is necessary, employees will be compensated consistent with the applicable Memorandum of Understanding.

How to qualify

MINIMUM QUALIFICATIONS

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work,as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
