The San Francisco Department of Public Health is accepting applications for a permanent  exempt Deputy Director of Community Health (0953 Deputy Director III).

Role description

Under the direction of the Director of the Population Health Division, the Deputy Director, Community Health (0953 Deputy Director) is responsible for the development and implementation of strategic plans to promote a public health model for equitable community health.  The position provides vision and leadership in applying learnings from the COVID pandemic response to a new public health approach for community health and engagement.  The position will be responsible for assessment and coordination of community-based health resources to fill the needs of individuals as whole people, as well as families and neighborhoods, focusing on communities with the greatest health needs. The work will initially start with a place-based, strength-based approach and involve coordination of multiple programs across SFDPH in the development of this holistic approach, as well as engaging other service providers and health partners to build toward a collective impact model for health equity in San Francisco.  

The 0953 Deputy Director will also foster new ideas and approaches, applying small tests of change and piloting model programs as envisioned and designed by community in partnership with DPH.  The position fosters and maintains strong, positive relationships with the community and develops systems to encourage open and strong communication channels to advance this work within the Department and between the Department and prioritized community neighborhoods.  This position is responsible for translating ongoing community needs into actionable services and programs to promote the health of residents in the community, with an overarching focus on achieving good health for our residents and neighborhoods with the greatest health disparities currently.  Successful models will impact local and state policy efforts to incentivize or require best practices by all relevant institutions, health systems, pharmacies, other City Departments, others.  This position will also regularly communicate and represent this work with community, DPH, city officials and other stakeholders as needed.

SSENTIAL DUTIES:
The Deputy Director of Community Health (0953 Deputy Director III) performs the following essential functions:

  1. Directs the development of population level priority setting and service planning and oversees the implementation of goals, objectives, strategic plans, and priorities in the creation of a new community-led public health model for community health, focused on equity.
  2. Develops strong relationships across different populations within San Francisco with an emphasis on populations that experience disparate health outcomes.
  3. Coordinates with all stakeholders to fulfill the community vision for health which will initially be place-based, starting with neighborhoods with the greatest health disparities
  4. Coordinates staff and services across the department to implement neighborhood and population health interventions.
  5. Oversees community-based health outcomes through the development of population-level data and the measurement, tracking and evaluation of appropriate metrics and performance indicators.
  6. Communicates regularly and provides broad direction to executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the city.
  7. Assesses and responds to community needs; provides consultation and advice to boards, committees, coalitions, and CBOs to determine service levels and resource allocation.
  8. Develops and oversees population-level health services like testing, immunizations, health fairs, school/childcare services, public health nursing
  9. Drives expansion of novel community-based health services through the pursuit of state, federal and private funding
  10. Presents information and facilitates effective communication and collaboration with community leaders, health system partners, DPH and city colleagues, elected officials and other external stakeholders

The Deputy Director of Community Health (0953 Deputy Director III) performs other duties as assigned or required.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all elements below—education, and length, type, and level of experience including supervision of employees):

1.       EDUCATION: Possession of a bachelor's degree from an accredited college or university,

AND

2.       EXPERIENCE: Four (4) years of verifiable managerial experience in public health, public affairs, legislation, government affairs, public policy, communications, or a related field, all of which must include supervising employees.

EDUCATION SUBSTITUTION: Additional verifiable experience as described above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. One year equals thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
