This is a full-time, Provisional position limited to no more than 3 years. A provisional appointee must participate and be successful in a competitive Civil Service Examination process for this classification in order to be considered for a permanent civil service appointment.

Role description

Under the direction of the Finance Director and Supervising Accountant, the Accountant III performs journey level, professional accounting work of a varied nature; makes decisions based upon a comprehensive knowledge of general and governmental accounting, internal control concepts, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards; performs duties of a moderate to high degree of complexity and diversity; develops, updates, interprets and explains existing accounting and fiscal policies and procedures and is responsible for preparing, reviewing and analyzing complex accounting records and reports. 

The essential duties of the position include, but are not limited to:

  • Assign, manage and evaluate fiscal and accounting work including purchasing, intra-county transactions, payable, revenues and expenditure activities, and track and monitor department fixed assets;
  • Performs complex accounting functions in connection with budget preparation, purchasing activities, payroll analysis and grants management;
  • Prepare, process, and review financial, accounting, payables, purchasing, encumbrance, interdepartmental work order billing, business expenditure reimbursement, manual journal entries, and other documents in the City’s Financial System (PeopleSoft);
  • Train and supervise the work of subordinates;
  • Process and pre-audit accounting documents and transactions in conformance with established procedures and internal controls;
  • Assist in monitoring grant activities by performing quarterly grant reconciliations, and analyzing revenue and expenditure activities regularly and at year-end;
  • Perform analysis and reconciliation of General Ledger (GL) accounts related to Operating funds;
  • Close-out appropriation and encumbrance of professional services, general services, commodity items and work orders funded with operating funds;
  • Analyze and reconcile fund and grant accounts;
  • Assist the grants closeout process by identifying potential grants for close-out, analyzing GL balances and process manual journal entries;
  • Perform debt management and debt write-offs;
  • Review, prepare, reconcile and supervise the preparation of complex financial reports;
  • Perform bank accounts management and reconciliation;
  • Perform revenue management;
  • Perform Federal & State expense reimbursement claims and revenue recovery; and
  • Perform other related responsibilities, as assigned.

How to qualify

  1. A baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration, or related field. Such education must include eighteen (18) semester units or twenty-four (24) quarter units of coursework in accounting; AND
  2. Four (4) years of professional accounting which includes analysis or problem solving. Experience must include: Working with an automated financial system, (preferably a government system such as PeopleSoft) performing difficult and responsible accounting, as well as preparing financial records and reports; OR
  3. City and County of San Francisco Employees with four (4) years of professional accounting experience including experience as a 1652 Accountant II.

Substitution:

A Master's degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.

Desirable Qualifications:

  • Experience working with PeopleSoft Financial System
  • Experience applying Governmental Accounting Standards (GASB) to financial transactions and reports
  • Accounting certification or license
  • Substantial experience in performing accounting functions
  • Ability to manage a high volume of financial transactions accurately and timely
  • Strong attention to detail, and ability to manage multiple activities simultaneously
  • Ability to design and implement complex projects and procedures
  • Experience in the development of policies, procedures, and accounting structures
  • Excellent oral and written communication skills
  • Advanced proficiency in Excel, Word, and Database Management
  • Ability to work cooperatively with multiple agencies, departments and staff
