About the Office of Economic and Workforce Development (OEWD)

The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business.  OEWD is a dynamic Department in the City and County of San Francisco.

The Workforce Development Division of the Office of Economic and Workforce Development coordinates the San Francisco Workforce Development System, which is a network of public, private, education and nonprofit service providers that serve San Francisco jobseekers and employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and enhances the quality of life in the City. 

Role description

Appointment Type: This is a Position Based Test conducted in accordance with Civil Service Rule 111A

The Director of Employer Services will supervise the First Source Hiring Program, Employer Engagement, and Workforce Solutions units of OEWD’s Workforce Development Division and lead the Division’s employer-focused efforts. The Director of Employer Services will lead a dynamic team of workforce development professionals to engage private and public employers throughout the City and connect them with OEWD clients, training program graduates, and other local job seekers through tools such as the WorkforceLinkSF, hiring events, direct services, and coordination with OEWD’s Economic Development Division to meet the labor force needs of San Francisco’s industries. Additional functions including fiscal and programmatic monitoring of federal and local compliance, particularly with respect to Rapid Response and Layoff Aversion activities under the Workforce Innovation and Opportunity Act, budget development, and technical assistance to employers, grantees, and direct services staff. The Director of Employer Services will play a critical role in supporting OEWD and the City’s economic recovery efforts.

Specific Functions: 
Leadership

  • Lead and supervise a talented team of diverse workforce development professionals on the Employer Services team, including OEWD’s First Source Hiring Program Manager, Employer Engagement Manager, and Workforce Solutions Manager.
  • Forge and enhance strategic partnerships with private employers, trade associations, business groups, City departments, and other entities in order to strengthen OEWD Workforce Development Division’s relationships and impact with the City’s employer community.
  • Collaborate with the Director and Deputy Director of Workforce Development in the development and implementation of employer focused initiatives, programs, and strategies that advance employment opportunities and career pathways for San Francisco residents.
  • Support the Director, Deputy Director, Director of CityBuild and Director of Workforce Strategy in efforts to advance OEWD Workforce Division’s overall employment, employment equity, and economic recovery goals.

 Operations

  • Develop annual goals and objectives for the First Source Hiring Program and Employer Engagement efforts.
  • Supervise the Employer Services Units progress in achieving annual goals and objectives.
  • Work with the Workforce Solutions Manager to continue to implement, enhance, and promote the WorkforceLinkSF platform.
  • Oversee business systems and processes and identify and implement solutions to increase efficiency.
  • Manage a dashboard of success metrics, reporting on outcomes against performance with internal and external goals for the Employer Services team.
  • Provide technical assistance and guidance to employers, grantees, and direct services staff.
  • Help coordinate hiring events, including leading employer outreach and recruitment.
  • Coordinate efforts with OEWD Economic Development Divisions, including Business Development, Community Economic Development, Office of Small Business, Film SF, and Economic Recovery Initiatives.
  • As required, represent the Division at public hearings, community meetings, with media, meetings with policy makers, and other external events. 

 

How to qualify

Desirable Qualifications

  • Extensive knowledge of employer hiring practices and proven ability to develop productive hiring relationships with employers. 
  • Deep experience in workforce development principles and practices, and documented ability to implement best practices of service delivery for both employers and job seekers.
  • Thorough understanding of San Francisco's First Source Hiring Program and other legislated policies that guide equitable hiring practices is San Francisco.
  • Familiarity with the Workforce Innovation and Opportunity Act (WIOA) and the goals and requirements associated with them - in particular the Rapid Response and Layoff Aversion and programs. 
  • Exceedingly effective at developing, motivating, and managing high-performing teams. 
  • Prior experience designing and implementing evaluation systems to track metrics and monitor progress towards achieving goals. 
  • Meaningful experience with Customer Relationship Management (CRM) software, ideally with respect to Salesforce.
  • Proven track record of translating strategy into concrete action and documented experience in implementing technology solutions to increase efficiency of business and operational processes.
  • Skilled at navigating complex and diverse partnerships, forging relationships, and managing through influence rather than direct authority.
  • Experience with analyzing and developing public policy and implementing practical solutions to complex problems.
  • Knowledge of San Francisco's neighborhoods, workforce development, and social services infrastructure. 
  • Excellent verbal, written, and presentation communication skills.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university in one of the following fields: public policy, public or business administration, urban planning, social work, education, finance or criminal justice AND four (4) years of administrative/professional experience in workforce development, policy analysis, community development, housing and/or housing development, finance, education or social work; OR 

2. Possession of a Master's degree or Juris Doctor degree from an accredited college or university in public policy, public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in workforce development, policy analysis, community development, housing and/or housing development, finance, education or social work.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Behavioral Consistency Questionnaire Exam (Weight: 100%):

Qualifying candidates will be required to respond to essay-style questions on a Behavioral Consistency Questionnaire Exam in the time frame indicated, and submit their answers as directed. Only qualifying candidates will be emailed specific information about the Behavioral Consistency Questionnaire Exam at a later time.

The questions contained in the Behavioral Consistency Questionnaire Exam have been designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: thorough knowledge of the principles and practices of community development programs; Federal, State and local laws as the apply to such programs; and local government structure; abilities and skills to work with neighborhood organizations and to perform some statistical analysis; ability to apply principles to define problems, collect data, establish facts and draw valid conclusions; write clear and concise reports, recommendations and correspondence; ability and skills to deal tactfully and effectively with representatives of governmental and community organizations; and speak effectively before individuals and groups.

The Behavioral Consistency Questionnaire Exam will be rated and scored. Candidates will be ranked on the eligible list based on the scores received on the Behavioral Consistency Questionnaire Exam. Candidates must achieve a passing score to be placed on the eligible list. Candidates will be placed on the Eligible List in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions.

 

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
