The San Francisco’s Mayor’s Office of Housing and Community Development provides critical investments to support the city’s most vulnerable residents to provide much needed services, strengthen civil society and realize individual and collective opportunity. It is an imperative of the office to be intentional in meeting its goal to reduce to reduce racial disparities in housing and economic opportunity within San Francisco.

In 2020 Mayor London Breed launched the Dream Keeper Initiative with the goal to improve outcomes for San Francisco’s Black and African American youth and their families. As part of this initiative, the Mayor’s Office of Housing and Community will be leading efforts to increase Black homeownership, build the capacity of Black housing developers, support cultural district planning through the lens of intersectionality with and within the Black community, and targeting engagement to Black residents.

Role description

MOHCD’s mission is to address social, economic, and racial inequities through the creation of affordable housing opportunities and the funding of essential services that are foundational for strong communities. We are industry leaders in the implementation of policies for the creation, rehabilitation and preservation of affordable housing. Through our affordable housing, community development and homeownership programs we strengthen the social, physical and economic infrastructure of San Francisco’s low-income neighborhoods and communities in need. We actively collaborate with financial institutions, community-based organizations, non-profits, affordable housing providers, and other City agencies and staff, in our pursuit of a more equitable and affordable San Francisco.

MOHCD’s Multifamily Housing Division focuses on creating housing policies and programs that create safe, stable, and affordable housing. Specifically, the division, which includes asset management, joint development, new construction and construction management teams: 

  • Guides and coordinates the City’s policies for affordable housing  
  • Maintains an active pipeline of over 10,000 units
  • Administers predevelopment and gap financing using a variety of Federal, State, and local financing sources to develop new affordable housing and preserve existing units serving low and moderate-income households—In FY22-23, this included over $500 million in loan funding. 
  • Coordinates with State financing agencies to leverage tax credit and bond financing for affordable housing projects
  • Along with the Community Development division, administers the City’s Housing Trust Fund, which will invest $1.5 billion in affordable housing production and housing programs over the next 30 years 
  • Monitors the long-term affordability and physical viability of the MOHCD-assisted affordable housing portfolio in accordance with Federal and local requirements 

Under the leadership of Mayor Breed and in partnership with city and community leaders, MOHCD seeks to advance and improve programmatic outcomes for community-based organizations that serve Black, Brown, and low-income residents. As such, we are seeking a program manager who will focus on the consolidation, strengthening and expansion of MOHCD's capacity building programs targeted towards local community-based organizations, including Small Sites developers, and launch new programs and structures to increase Emerging Developer participation in 100% affordable housing projects. The position will also create channels to give and receive feedback to ensure that MOHCD programs are contributing to the community’s opportunities to thrive in San Francisco.

Essential Duties Include

Develop programs and policies to develop capacity and experience for Black/Emerging Developers/QNPs


    1. in partnership with Preservation staff, administer existing and new Small Sites Capacity Building grants; coordinate and expand as appropriate current technical assistance provided by MOHCD on contract compliance, and City departmental contracting policies, procedures and requirements;
    2. Explore, develop and leverage additional capacity building programs and resources in partnership with third party entities, e.g. LISC, SF Foundation, Enterprise
    3. Develop and lead a new City predevelopment and permanent funding program for Emerging developers to support their expanded role in housing development in SF
    4. Develop evaluation protocol and tool

Lead and manage the existing Urban Land Institute/ MOHCD collaboration focused on building capacity in the Emerging Developer community.

    1. In coordination with ULI, develop and implement curriculum for this two year, two round fellowship
    2. Build relationships with cohort members through education and practice
    3. Supervise ULI Fellow placed at MOHCD
    4. Evaluate outcomes

Housing development

    1. Work directly with Emerging Developers to develop and support 2-3 successful San Francisco projects eligible for the CDLAC Emerging Developer pool 
    2. Provide guidance and technical assistance on successful Joint Venture initiatives
    3. Convene Emerging Developers for capacity building, networking and knowledge sharing
    4. MOHCD project management as required

Participate in internal and external convenings for the Dream Keeper Initiative

Other essential functions include:

coordinating the development of major program areas; coordinating the implementation of activities with private corporations and community organizations; reviewing and making recommendations regarding community based organizations annual work programs and proposed activities; monitoring and evaluating the effectiveness of programs and funded projects; providing technical assistance and advice to staff and community based organizations; developing and implementing procedures to assure compliance with applicable laws and regulations; preparing, reviewing and executing contracts and other necessary documents; performs related duties as required.


  • Experience in the housing development process, including working with private and community-based organizations.
  • Experience in leadership development and professional development
  • Experience in policy and program development
  • Knowledge of San Francisco’s underserved neighborhoods, housing providers, and social services infrastructure
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports and correspondence.

How to qualify

Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

  • Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  • Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  • Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
