Role description

The 2917 Program Support Analyst supports the functions of the Office of Community Partnerships (OCP) and reports to the OCP Program Manager.  OCP oversees the development, funding, and monitoring of community-based programs for adults with disabilities and older adults in the City of San Francisco. 

Employees at this level receive only occasional instruction or assistance when new or unusual situations arise.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1. Perform highly complex professional administrative duties in the planning and coordination of community-based program activities and outcomes.  Recommend goals and objectives, and assist in the development and implementation of policies and procedures.

2. Responsible for leading the Community Services contracts by regularly working in collaboration with other OCP staff and managing relationships with community-based organizations, developing and maintaining program memorandum and standards, and managing Community Services related projects.

3. Perform program monitoring of contracts related to Community Services and other program areas, including writing program monitoring reports and following up on findings.

4. Develop or assist in the development of notice for funding availability (e.g. Requests for Proposals, Requests for Qualifications, or Informal Bids).

5. Develop and monitor program budgets, approve modifications and narratives, and manage funding-related requests and budgeting, as needed.

6. Supervise administrative analysts, including overseeing work assignments, developing performance appraisals, providing support and guidance, addressing personnel-related tasks, and fostering skills and professional development.

7. Participate in recruitment and selection of staff, develop selection tools, serve on interview panels, and recommend the appointment of personnel.

8. Provide technical and administrative support to OCP management by developing, preparing, and presenting reports, surveys, and other administrative documents.

8. Act as a representative of OCP for internal and external meetings, committees, and commissions.  Prepare and present agenda items at the Commission on Disability and Aging meetings.

9. Conduct surveys and performs research and statistical analyses as requested.

10. Respond to and resolve difficult and sensitive inquiries or complaints from community-based organizations, other City agencies, and consumers.

 

Special Conditions

2917 Program Support Analyst Office of Community Partnership (OPC) requires the following experience special conditions:

1. Two years’ experience working in Health or Social Services providing direct service to diverse populations

2. Two years’ experience working in adult services

3. Two years working with the aging population and providing referral services 

How to qualify

1. Education: A Baccalaureate degree in social work, public administration, business administration or a related field; AND

2. Experience (Aging and Adult Services Specialty): Three (3) years of professional experience in general administrative capacity of which two (2) years (4000 hours) are in the field of gerontology, aging, or services to seniors or disabled adults. This experience must include responsibilities for functions such as information and referral management, case management, social work, policy evaluation and management, program development and administration or contract administration.

Substitution for Experience

Possession of a Master’s degree in social work, business administration, public administration or a related field may substitute for one (1) year of the required experience as described above for all specialties.

License and Certification

Some positions require possession of a valid California driver's license.

Selection Procedures

Supplemental Questionnaire Evaluation Exam (WEIGHT = 100%)

Candidates MUST achieve a passing score on the supplemental questionnaire evaluation in order to move forward in the Selection process.  Candidate scores from the Supplemental Questionnaire Evaluation Exam will be used to determine final score and rank on the eligible list/score report.

The Supplemental Questionnaire Evaluation Exam is designed to measure and evaluate your experience including the knowledge, skills and abilities that you possess in job related areas identified as critical for successful performance for this position (s) in class 2917 Program Support Specialist. It is important that the information provided in the Supplemental Questionnaire Evaluation be accurate and complete. All relevant experience, education and/or training must be in the application in order to be reviewed in the rating process.

A passing score must be achieved on the Supplemental Questionnaire Evaluation examination in order to continue in the selection process.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ) = Qualifying

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
