San Francisco Public Works currently has a vacancy for the position of Project Manager II (5504).

The Infrastructure Design and Construction Division
The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, our Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions and condominium conversions.

Appointment Type: Permanent-Exempt (PEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and shall not exceed 36 months.

Role description

In this role, you will manage the Curb Ramp Program, which will have an estimated annual cost in excess of $20 million. The Curb Ramp Program provides accessible paths of travel for all public sidewalks throughout San Francisco, per obligations under the Americans with Disabilities Act (ADA) Title II and other state and local disability laws. Currently, SF Public Works estimates that there are over ten thousand curb ramp locations that need to be brought into compliance. You will be charged with leading the planning, design, construction procurement, construction, and closeout of multiple curb ramp construction contracts annually. You will work in partnership with our Operations Bureaus in the construction of the curb ramps. In addition, you will manage the Curb Ramp Information System to track and inventory all the constructed curb ramps. As Project Manager II, you will provide oversight for a team that investigates and responds to curb ramp requests and manages the replacement of deteriorated and damaged detectable dome tiles. You will be responsible for seeking funding for the Curb Ramp Program through Capital Improvement Requests, the San Francisco Transportation Authority, and grants.  Periodically, you will prepare program status reports that will be available to the public for review. As a representative for SF Public Works, you will collaborate with various City Departments to recommend improvements and enhancements to the program.

Important and Essential Duties:
As a Project Manager II, your duties may include but are not limited to the following:

  • Supervising professional and technical engineering personnel, consultants and other related staff engaged in the planning, design, and construction of curb ramp projects.
  • Analyzing work-hour proposals and budgets, motivating, and monitoring project teams.
  • Assigning work and determining resources necessary to complete assigned work.
  • Negotiating and modifying contracts and resolving claims and disputes.
  • Supervising the preparation of technical environmental reports and other documentation, designs, drawings, specifications, and cost and quantity estimates for necessary labor, materials, and equipment.
  • Analyzing and solving complex engineering problems to ensure compliance with regulatory and performance standards and specifications.
  • Writing, reviewing, and approving departmental correspondence, reports, and other related documents.
  • Conducting meetings and making presentations to committees, commissions, approval agencies, clients, and the general public.
  • May be required to travel to job sites.

How to qualify

Minimum Qualifications:
Any combination of education, training, and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:

Bachelor's Degree in architecture, engineering, or planning plus six (6) years of responsible architectural, engineering or construction management experience,

OR

Bachelor's Degree in another field plus eight (8) years of responsible experience in a field directly related to the project,

OR

Ten (10) years of architectural, engineering, or construction management experience in a field directly related to the project,

OR

California registration as a professional engineer or architect plus two years of project coordination experience.

Notes:

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable QualificationsThe stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience leading or coordinating projects with multiple funding sources.
  • Experience responding to complaints or concerns from members of the public.
  • Experience with cross-departmental collaboration and public reporting.
  • Familiarity with disability access laws that govern curb ramp construction.
