The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

The Infrastructure Design and Construction Division

The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, its Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions and condominium conversions.

Role description

This announcement is for a Project Manager II position who will be managing the Curb Ramp Program with an estimated program annual cost in excess of $20 million. The Curb Ramp Program provides accessible paths of travel for all public sidewalks throughout San Francisco through the construction of American with Disabilities Act compliant curb ramps at sidewalk corners; there are over 10,000 curb ramp locations that need to be brought to ADA compliance. The 5504 Project Manager II will be charged with leading the planning, design, construction procurement, construction, and closeout of multiple curb ramp construction contracts. The Project Manager will also work with San Francisco Public Works Operations Bureaus in the construction of curb ramps. In addition, the Project Manager will manage the Curb Ramp Information System which tracks and inventories all curb ramps constructed which is needed for planning and funding purposes; investigates and respond to curb ramp requests; manages the replacement of deteriorated and damaged detectable dome tiles. The Project Manager will seek funding for the Curb Ramp Program through Capital Improvement Requests, the San Francisco Transportation Authority, and Grants.

• Supervising professional and technical engineering personnel, consultants and other related staff engaged in the planning, design and construction of curb ramp projects;

• Analyzing work-hour proposals and budgets, and motivating and monitoring project teams;

• Assigning work and determining resources necessary to complete assigned work;

• Negotiating and modifying contracts and resolving claims and disputes;

• Supervising preparation of technical environmental reports and other documentation, designs, drawings, specifications, and cost and quantity estimates for necessary labor, materials and equipment;

• Analyzing and solving complex engineering problems to ensure compliance with regulatory and performance standards and specifications;

• Writing, reviewing and approving departmental correspondence, reports and other related documents;

• Conducting meetings and making presentations to committees, commissions, approval agencies, clients and the general public;

• May drive a City vehicle to and from work sites;

• Performs other related job duties as required.

Working Relationships:

This position will interact with City Departments and Agencies such as San Francisco Public Works, Public Utilities Commission, Municipal Transportation Agency, Mayor’s Office on Disability, and Caltrans. Other professional interactions may include the San Francisco County Transportation Authority, various general contractors, third party utilities (e.g. PG&E, AT&T, Comcast, Level 3, etc.) and the City and County of San Francisco’s general public.

      Minimum Qualifications:

      Project Manager II

      Engineering/Architectural Project Manager II.

      Same as Engineering/Architectural Project Manager I plus two additional years of project coordination experience (see below). 

      Information Technology Project Manager II.

      Same as Information Technology Project Manager I plus two additional years of experience implementing and managing integrated information systems projects.

      Project Manager I

      Engineering/Architectural Project Manager I.

      Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR

      A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR

      Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

      California registration as professional engineer or architect.

      Information Technology Project Manager I.

      A Bachelor's Degree in Computer Science, Information Technology or other related field and two years of experience implementing and managing integrated information systems projects, OR

      Six years of experience implementing and managing integrated information systems projects.

      Desirable Qualifications:

       • Experience leading or coordinating projects with multiple funding sources.

       • Working successfully with outside departments such as SFMTA, SFPUC, and developing written agreements.

        Salary: $195,234 annually

        Appointment Type: Permanent-Exempt. The San Francisco Public Works Department has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to three (3) years.
