SFPUC’s Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, nearly 2,000 miles of pipe, and benefit every resident and visitor of San Francisco.
Under general administrative direction of a Division Manager, The Sewer Operations Manager reports to the Collection System Division (CSD) Manager within the Wastewater Enterprise (WWE) and is responsible for leading the field operation and maintenance activities associated with San Francisco’s combined sewer collection system including over 1,000 miles of gravity sewers, discharge structures, and appurtenance assets such as stormwater catch basins and service laterals. This role serves as the lead technical expert for all operation and maintenance activities for the collection system to comply with Federal and State regulatory requirements. This position plays a key role in the development and implementation of the Collection System Asset Management Program (CSAMP) including the inventory, condition assessment, risk assessment, preventive and corrective maintenance, repair and replacement of assets within the collection system. This role oversees an annual budget of approximately $50 million and 80 field staff.
- Plans, monitors, evaluates, and supervises the staff responsible for the operation and maintenance of the combined sewer system; coordinates the work of all field crews and contractors to achieve performance goals; makes final decisions regarding field operations and associated technical procedures. Ensures effective use of information systems and computerized maintenance management systems (CMMS) such as Maximo, Geographic Information Systems and Cognos to track and evaluate performance.
Develops, implements, and maintains procedures for in-field asset management process across all linear assets including inventory, cleaning, condition assessment, preventive and corrective maintenance, service requests, and repairs.
Coordinates Enterprise-wide input to gravity sewer capital program Renewal and Replacement (R&R) priorities and supports Operations' resources for capital project construction as needed.
Coordinates interdepartmental and intradepartmental work activities to ensure the reliable operation and maintenance of the collection system, or to improve programs or services. Assists in determination of necessary resource allocation, budgets, and staffing of interdepartmental work. Reviews and approves sewer repair recommendations. Manages emergency sewer repair procedures and business processes.
Assists in the identification, development, and implementation of departmental goals, objectives, policies, and priorities. Receives and analyzes performance reports; directs the preparation of monthly, quarterly, and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate regulatory compliance and adherence to levels of service.
Directs the allocation of resources (Operating and Capital budgets) to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
Manages Operations fleet resources to provide sufficient capabilities for all key field activities, including service and maintenance, and fleet replacement planning for each fiscal cycle.
Monitors and evaluates the effectiveness and efficiency of all Operations activity, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments, and changes.
Manages annual planning and implementation of Safety and Training Programs to ensure safe operating procedures and provide effective employee training.
Serves as the Legally Responsible Official (LRO) for reporting sewer overflows to the State Water Board. Ensures accuracy of regulatory reports and timely submissions to prevent fines and other legal ramifications.
How to qualify
Possession of a baccalaureate degree from an accredited college or university; AND
Seven (7) years of verifiable experience in the operations, maintenance, or construction of wastewater collection system assets, of which three (3) years must include experience supervising staff; AND
Possession of a valid California driver’s license at time of appointment.
Education Substitution - Additional qualifying experience may fully substitute the degree requirement on a year-for-year basis. (One (1) year is equivalent to 30 semester units or 45 quarter units)

Experience supervising wastewater collection system staff.
Possession of Pipeline Assessment Certification Program (PACP) Certification.
Possession of CWEA Grade II certificate (or higher) in Collection Systems.
Experience with competency-based training in a water or wastewater utility setting.
Experience with Maximo software.
Experience with WinCan software.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of Federal, State, and local regulations that apply to the operation of a Sewer Operations, as required by all Publicly Owned Treatment Works (POTW); Knowledge of the principles and practices of management, administration, budgeting, and the training of subordinate staff; Ability to clearly identify and analyze technical issues and problems, and devise appropriate solutions for them; Knowledge of computer applications related to sewer operations information management and document management; Ability to establish and maintain effective working relationships with Division staff, representatives of other agencies (City, Regional, State, and Federal) and members of the public; Possession of excellent oral and written communication skills; Ability to manage, supervise, train, and coordinate complex functional areas of responsibility and groups of employees.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.
Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
