What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families. 

Role description

Appointment Type 
Temporary Exempt (TEX) position in Category 17, limited to no more than two (2) years  years in duration. Category 17 employees are used to backfill a Permanent Civil Service (PCS) employee on a leave of absence. This position is exempt from Civil Service and shall serve at the discretion of the Department Head.

What You'll Be Doing
Under direction of the Healthy Streets Operations Center (HSOC) Liaison, the Encampment Resolution Team (ERT) Clinical Supervisor represents HSH in interdepartmental homeless outreach coordination, a key component of the Department’s response to street homelessness. HSOC is a multiagency collaborative effort with the goal of resolving homeless encampments within the City of San Francisco and offering temporary shelter placements to those individuals who are residing within encampments.  The primary role of the 2932 ERT Clinical Supervisor is to provide clinical support and supervision to the ERT in the field.  

Essential Duties and Responsibilities

  • Provision of clinical supervision, both 1:1 and via group supervision to ERT members.
  • Providing clinical support in the field, including collaborating or intervening with clinical consultation and/or clinical assessments of clients in the field.  This also includes crisis intervention up to and including completing 5150 assessments or holds.
  • Providing oversight for general operations and practices.  This includes feedback to the team on safety issues, best practices, adherence to Heluna Health policies and procedures.
  • Providing problem solving.  May be related to client interactions, client/staff/public interactions, resources, or operations.
  • Assisting San Francisco Fire Department (SFFD) incident commander on logistics, and communication.  Examples include splitting ERT for multiple site operations, engaging the public or advocates who engage with HSOC.
  • Liaising between team members and other resource providers as needed. This can include requesting additional or different resources, requesting other team members (e.g., San Francisco Police Department) to support ERT in the field and collaborating with HSOC Department of Public Health (DPH) in connecting clients with other resources such as street medicine, or family services.  This can include collaborations with SFHOT district teams. 
  • Providing support to ERT by understanding the EHR used by HSH (ONE) as well as the current “HSOC grid.”  
  • Participating in standing meetings- including the daily HSOC operations call, HSOC Management and Planning meeting, HSOC case conference, and scheduled HSH meetings.  
  • Reporting on operations in lieu of the incident commander as needed.
  • Coordinating and collaborating with Heluna Health supervisors as related to ERT concerns or issues. 
  • Providing back up for HSOC placements when needed.
  • Collaborating with SF Homeless Outreach Team (HOT) case management to ensure clients are linked with needed services and housing assessments. 
  • Working collaboratively with the DPH HSOC social work teams.
  • Providing improvement recommendations for HSOC related operations, policy and procedures.  Alerting administration of concerns or issues related to HSOC.
  • Performing related duties as required.

How to qualify

MINIMUM QUALIFICATIONS

Experience:
Two (2) years of verifiable experience as a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC).

License and Certification:

  • Possession of a valid license as a Licensed Clinical Social Worker (LCSW), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid license as a Licensed Marriage and Family Therapist (LMFT) , issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid license as a Licensed Professional Clinical Counselor (LPCC) , issued by the California Board of Behavioral Sciences (BBS).

DESIRABLE QUALIFICATIONS

  • Three (3) years of experience working with homeless populations
  • Bilingual Spanish speaking is a plus
  • Two (2) years of supervisory experience
