Role description
Under general direction, the Asset Management Services Manager exercises responsible charge of the Water Supply and Treatment Division’s (WSTD) Asset Management Program. This position provides day-to-day oversight of the computerized maintenance management system (CMMS) in support of maintenance activities performed by Distribution, Maintenance, System Operations and Engineering sections of WSTD, and manages the asset registry to provide input for risk assessment, historic performance, replacement planning and capital improvement efforts. The Asset Management Services Manager develops and implements operational policies to ensure efficient operation of the maintenance programs; and recommends tools and technology to enhance productivity, safety, and quality.
Essential Functions:
- Oversee the maintenance activities of utility assets which includes facilities, equipment, vehicles and infrastructure for a large utility.
- Develop and oversee maintenance plans and priorities of the Regional Water System (RWS) assets, including water treatment plants, pump stations, reservoirs, pipelines and appurtenances, buildings, shops, heavy equipment and vehicles.
- Collaborate with Superintendents, Facility Managers, Supervisors of the RWS.
- Supervise, direct, support the Maintenance Planning Section.
- Represent the division in greater SFPUC and citywide efforts in professional and organizational development of practices, policies and technologies.
- Develop, participate and oversee the Asset Management Program for the Water Supply and Treatment Division.
- Plan and prioritize work schedules on a continuous basis according to production targets; assign and direct the work of Maintenance Planners; schedule and coordinate work with other crafts and departments.
- Plan, coordinate and manage integrating Asset Management into Maximo for Systems Operations Facilities, some Water Quality Facilities, some Natural Resources Facilities and WSTD Facilities for maintenance and repair PMs, CMs and projects using the Maximo system.
- Assist in developing the annual budget needs.
- Provide support in planning, upgrading, integrating WST, WQ, NR and SYS OPS Maximo with IT and contracted engineers to other computer systems.
- Train in house Maximo technical support for all Planners, Managers and mobile Maximo users.
- Perform other related duties as required.
How to qualify
Education: Possession of a Bachelor's degree from an accredited college or university; AND
Experience: Four (4) years of experience as a maintenance or construction planner, estimator and/or scheduler or equivalent in performing activities related to facilities maintenance and/or infrastructure (utilities, equipment and/or related structures) construction and maintenance; AND
License: Possession of a current valid driver’s license
SUBSTITUTION
Experience Substitution: Master’s degree in Business Administration, Public Administration, Finance, or a related field may substitute for one (1) year of the required professional experience.
Education Substitution: Additional qualifying experience may substitute for the degree requirement for up to two years on a year-for-year basis. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

SELECTION PROCEDURES

Supplemental Examination (Weight: 100%) Exam: The purpose of the Supplemental Questionnaire (SQ) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of general maintenance and repairs of large water facilities and systems; ability to communicate effectively in writing and orally; knowledge of computerized maintenance management systems (CMMS); ability to direct and coordinate work of subordinate staff and consultants; knowledge of principles, practices and techniques in effective leadership; knowledge of utility asset management principles and preventative maintenance practices; ability to establish and maintain cooperative business relationships; ability to adapt to technological and organizational change; and knowledge of computer software solutions.
A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
