Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Role description

Under administrative direction plans, organizes, leads, and may supervise staff engaged in difficult, complex, sensitive, and detailed analytical work including complex quantitative analysis in the areas of accounting, budget, and financial/fiscal policies.

Essential duties include:

1. Working independently, researches and analyzes highly complex and sensitive accounting, budget and financial issues with significant financial and operational impacts, makes policy recommendations, and directs policy actions on said issues.  May direct mission-critical financial or operational projects and activities; responds to accounting, budget, financial, and operational audits and informational requests, including those of a highly sensitive nature, and may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, City Attorney’s Office, other city, state, and federal officials and departments, outside regulatory agencies and the public; and provides administrative and financial analysis including complex forecast modeling to high-level managers or a department head.

2. Plans, develops and directs the production of highly complex departmental accounting, budget, financing plans, reports, and proposals; advises executive management in the operational and capital budget development process, including formulating policy, monitoring, reporting and interpreting accounting, budget, and capital plan documents; may negotiate accounting, budget, and financing proposals for the department with the Mayor's Office, Board of Supervisors, Controller’s Office, and other agencies; prepares or supervises staff in the preparation of accounting reports, budget proposals and line-item narratives, complex capital project financings, financial analyses, recommendations and justification based on complex statistical analyses for annual, supplemental and multiyear requests.

3. Directs the financial planning, budgeting, and managing of a department’s multi-year operating budget, capital plan and budget, overall capital program, individual capital projects, and federal and state project grants; ensures compliance of fund reallocations with funding agency requirements; analyzes trends in expenditures and revenues for multi-year budgets; prepares financial and statistical reports for the department’s executive management, Mayor's Office, Board of Supervisors, Controller's Office, and funding agencies; coordinates and monitors departmental reporting to funding agencies including the subvention of funds to contracting organizations and justifies and certifies that funds are used as required.

4. Directs, plans, develops, and performs extremely complex accounting, budgeting, and financing analyses, including economic and financial forecasting, utility rate modeling and analysis, cost/benefit analysis, and capital project planning for executive management; determines appropriate methodologies and analytical models to perform difficult financial analyses, including financial forecasting, revenue and/or expense projections, capital requirements, calculation of debt capacity, and evaluation of financing alternatives utilizing specialized analytical software to produce complex analysis or data; develops and presents written and oral recommendations on difficult administrative and fiscal issues.

5. Analyzes, evaluates, interprets, and implements new and existing governmental accounting pronouncements and technical guidance; identifies problems with, develops and implements changes to current financial policies and procedures; may coordinate and oversee the annual financial audit including preparation of audit schedules and governmental accounting standards, local, state, and federal regulations.

6. Identifies, analyzes, determines, and presents findings and recommendations on the potential fiscal impact of highly complex federal, state, and local laws, regulations, rules, policies, and proposed or pending legislation; develops and recommends procedures for the department-wide implementation of enacted legislation; may act as legislative liaison to other departments; assists federal and state legislative staff in drafting legislation; advocates and testifies regarding department's position to legislators, committees, and staff; develops comprehensive accounting, budgeting, and financial responses to comply with laws, regulations, rules, policies, and proposed legislation.

7. Researches, analyzes, forecasts, and makes policy recommendations on special projects or highly visible public issues including administrative policies, practices, and procedures; manages implementation of new systems, policies, and procedures.

8. Reviews, prepares, and analyzes project cost estimates and terms for financially significant new and existing project contracts, change orders, and modifications; prepares reports of analyses and related documents; analyzes claims for additional cost reimbursement to determine validity; analyzes project contract provisions to determine appropriate reimbursement amount; conducts negotiations with contractors with regard to additional contract terms, cost reimbursement and change order provisions; prepares reports regarding claim status, settlement activities, and reimbursement amounts for use by executive management and City Attorney's Office; and maintains records of negotiations.

9. Directs and manages internal audits and manages external audits from federal, state, and local agencies. Directs forensic audits, manages accounting systems, policies and procedures. Independently reviews and evaluates the department’s business, financial, and operational program models. Conducts reviews and appraisals of models, consults with executive management on findings and recommendations.

10. May include additional duties as assigned.

How to qualify

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must include four (4) years of complex budget analysis AND four (4) years of financial analysis.  Any remaining professional-level analytical experience must be in one or more of the following functional areas: development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Working knowledge of the City’s Budget and Formulation and Management (BFM) system
  • Experience in capital finance management
  • Capital finance and/or finance experience in a municipal organization
  • Collaborative management style
  • Working knowledge of the City’s Financial Accounting and Management System (FAMIS), Advanced Purchase and Inventory Control System (ADPICS), Budget and Executive Information System (EIS), Labor Distribution System (LDS) and Time Entry Scheduling System (TESS)
  • Experience with complex departmental subsidiary databases and related spreadsheets
  • Experience briefing and working with elected officials and other public stakeholders on the development of policy proposals
  • Advanced understanding of the city’s budget process and financial structure
  • Experience independently scoping and managing complex analytical projects
  • Advanced proficiency in Excel and Power Point
  • Excellent written and oral communication skills

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%): Candidates who meet the Minimum Qualifications will be emailed a Supplemental Questionnaire. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills and/or abilities in job-related areas. Qualifying candidates will be required to respond to the essay type questions on the Supplemental Questionnaire in the time frame indicated, and submit their answers as directed.

A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed/ranked on the eligible list.

What else should I know?

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores. The hiring department may conduct additional selection processes to make final hiring decisions.

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
