The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.

Directed by the Racial Equity Officer, the Office of Racial Equity & Belonging (OREB) is responsible for directing and developing strategies for advancing racial equity, intersecting equity, mobility justice and transit equity needs in all areas of work at the agency. OREB leads the agency in seeking just outcomes for members of historically oppressed communities through intentional goal setting for the advancement of racial equity in SFMTA policies, processes and practices. The OREB directs the development, implementation and monitoring of SFMTA’s mandated Racial Equity Action Plans, strategic plans for the prioritization of equity in all areas of SFMTA operations.

About the Equitable Workforce & Workplace Section

The Equitable Workforce & Workplace Section within the Office of Racial Equity & Belonging directs racial equity and other equity analyses aimed at understanding and eliminating demographic gaps in the SFMTA workforce. Equitable Workforce & Workplace develops, refines, implements, monitors and evaluates agencywide racial equity efforts related to training, hiring, discipline/corrective action, the employee life cycle, staff belonging and employee experience.

Equitable Workforce & Workplace leads cross-agency projects with SFMTA divisions to optimize racial equity in the workplace, including the strategic planning, development, implementation and evaluation of equity training (including racial and transit equity training), cultural/heritage commemoration events and racial equity campaigns to support SFMTA Human Resources Division-led diversity in hiring/pipeline initiatives. Equitable Workforce & Workplace provides technical assistance to SFMTA-affiliated affinity groups and employee resource groups which are organized and led by volunteer SFMTA staff.

Role description

Reporting to the Equitable Workforce & Workplace Supervisor, the Equity Training Officer performs journey-level work in the development, presentation and development, delivery, evaluation, and administration evaluation of training programs and facilitated events for SFMTA employees, supervisors, managers, Board of Directors, Youth Transportation Advisory Board, Citizens Advisory Council, and other stakeholders.

Essential duties include:
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.

  1. Designs and develops learning programs, facilitated events, seminars, conferences, and materials for training on racial equity, mobility justice and transportation equity.
  2. Conducts training programs that include, but not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities.
  3. Coordinates training programs, facilitated events, seminars, and conferences that involve planning and scheduling the activities of trainers and other support personnel, and arranging facilities.
  4. Designs/adapts appropriate assessment tools or approaches such as interviews, questionnaires, survey questions, and collects the necessary information for assessing learning needs, determining appropriate instructional design and content, identifying target populations, and evaluating the effectiveness of previous related training programs.
  5. Assesses individual, team, and organizational learning needs by analyzing information obtained from assessment tools, interviews, reports, complaints, other documents and/or consultations with other agencies or groups.
  6. Evaluates the effectiveness of equity training programs, facilitated events, and seminars, and writes various reports.
  7. Coordinates processes, paperwork, approval and documentation needed to issue Continuing Educational Units (CEUs) for MTA and other City staff who participate in equity trainings delivered by the Office of Racial Equity and Belonging (OREB).
  8. Provides coaching and consulting to managers, supervisors, and employees on a variety of issues related to ongoing change management and culture change needs to meet the goals of the Racial Equity Action Plans.
  9. Proposes, promotes, and/or markets training programs, facilitated events, seminars, and conferences by writing proposals, and securing support and approval from City or department managers.
  10. Provides instructional and facilitation guidance to technical experts in areas such as meeting learning goals and objectives and following professional Training and Development standards.
  11. Administers instructional programs requiring the services of contractors to ensure the delivery of high-quality, cost-effective training.
  12. Develops client relationships and performance agreements that are consistent with Racial Equity Action Plan deliverables, OREB training needs, the client’s needs, the organizational culture, the practitioner's ability to perform, and the ethical standards of the equity training; and discusses requests to identify the general content, boundaries, and guidelines before providing the training session.
  13. Researches and prepares written budget estimates, training charges, and/or justifications for the costs of specific training programs and assists management personnel on fiscal and program decisions.
  14. Performs related duties and responsibilities as assigned.

Nature of Work: Essential duties require the following physical skills and work environment:  ability to stand for a prolonged period of time, drive to various training sites, use various computer software and equipment, and lift and move up to 25 pounds.

How to qualify

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

Substitution:

  1. Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.
  2. Possession of a Master of Arts degree may be substituted for one year of the required experience.
  3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience developing racial equity, mobility justice and/or transportation training curricula.
  • Experience facilitating or delivering racial equity, mobility justice and/or transportation training curricula.
  • Experience delivering trainings on harm-reduction practices, racism and its impact on trauma, and/or trauma-informed systems principles.
  • Experience in creating training evaluation tools or materials (e.g., pre and post training evaluations, informal polling assessment tools, etc.).
  • Experience delivering trainings in public or hybrid (in-person and online) settings, including the experience using technology and tools needed to deliver effective training.
  • Knowledge of adult learning, youth learning, behavior change, change management, or organizational change principles.
  • Experience managing purchase orders, contracts or other financial agreements in a government or similarly complex setting.
  • Experience writing reports, talking points, or briefs to summarize strategic goals & progress.

SELECTION PROCEDURE:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):

Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Behavioral Consistency Questionnaire (BCQ) - Weight: 60%:
Candidates deemed eligible and admitted to the examination process will be invited to participate in a written essay examination designed to measure knowledge, skills and/or abilities in job-related areas, which may include, but not limited to: knowledge of principles of adult learning; ability to research and collect data; ability to problem solve; ability to give presentations; ability develop and design training, plan and coordinate, use training technology and computers; establish and maintain effective relationships, and speak and write in a clear and effective manner.

Performance Examination - Weight: 40%:
Candidates deemed eligible and admitted to the examination process will be invited to participate in a performance examination designed to measure knowledge, skills and/or abilities in job-related areas, which may include, but not limited to: knowledge of principles of adult learning, ability to research and collect data, problem solve, give presentations, facilitate and coach, develop and design training, plan and coordinate, use training technology and computers, establish and maintain effective relationships, and speak and write in a clear and effective manner.

The BCQ and Performance Examinations may be sent via email concurrently. Only candidates who pass the BCQ will have their Performance Examination scored.

Candidates must achieve a passing score on all exam components listed above in order to be placed on the eligible list/score report.

Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 24 months and may be extended with the approval of the Human Resources Director.
