About the Office of Economic and Workforce Development (OEWD)

The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business. OEWD is a dynamic Department in the City and County of San Francisco that reports directly to the Mayor.

The Workforce Development Division of the Office of Economic and Workforce Development coordinates the San Francisco Workforce Development System, which is a network of public, private, education and nonprofit service providers that serve San Francisco jobseekers and employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and enhances the quality of life in the City. 

OEWD Workforce Development Division’s Employer Services Unit is to offer and deliver quality programs and support that assist specific businesses and industry sectors in overcoming the challenges of recruiting, retaining, and developing talent for the regional economy. These services should be responsive to their workforce needs by connecting employment opportunities to job seeker customers, hosting business introductions, coordinating hiring events and assisting employers with hiring job seekers. OEWD’s goal is to promote seamless business service delivery that is in alignment with the OEWD Workforce Plan.

Role description

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Reporting to the OEWD’s Manager of Employer Engagement, the Senior Employer Engagement Specialist will lead and oversee the development and successful implementation of OEWD’s data collection and create and enforce policies for effective data management.  Under general supervision, this individual serves as the primary staff support in the administration and oversight of various Employer Services programs on behalf of OEWD’s Workforce Development Division, including programs that require job placement assistance, aid to dislocated workers, mandated hiring programs, and services to businesses. This may include assisting in the design and improvement of programs, providing ongoing technical assistance to program providers, conducting monitoring and site visits, and data collection and analysis. In addition, this position requires coordination and outreach to internal and external clients, and assisting with business outreach and business development efforts to public and private organizations on behalf of OEWD’s Workforce Division. 
 
The Senior Employer Engagement Specialist will also perform a variety of activities to support the work of all of OEWD’s policy bodies, including research, analysis, and program evaluation, data compilation, advanced graphs, charts, report writing, project plans, administrative support, community relations, and related duties as required. Specific functions include:
 
Provide Assistance and Program Guidance to the San Francisco Workforce System

  •  Work with OEWD’s Workforce Programs staff, City departments, other internal units, local private and public sector employers, and community agencies to develop outreach assessment, placement, data collection and retention procedures and tools to facilitate an employment pipeline for San Francisco workforce system clients into careers, specifically by engaging local employers. 
  • Develop specific recruitment and placement strategies to work with businesses in the City and County of San Francisco to meet OEWD’s career placement and job development performance objectives.
  • Develop and conduct trainings and meetings for OEWD Employer Services Specialists and other Workforce Development Division team members, as well as service provider staff, on new programs, initiatives, job development, placement strategies, technologies, data collection, employer hiring, and processes. This may include supporting and or/coordinating community hiring events.
  • Monitor performance, assist in troubleshooting challenging situations with employers and job seekers, and promote teamwork and communication.
  • Attend regular meetings with organizations, commissions, and boards, as required.
  • Develop policies and procedures for the use and tracking of transportation and childcare supportive services for OEWD Job Center clients who are seeking employment.

Support Programs

  •  Assist and/or lead Employer Services with strategic planning, presentations and workshops that support service providers. Conduct quality assurance, data collection, analysis and validation, and regular performance management as required. Proactively contact and engage employers to promote specific job seekers and manage the hiring process.
  • Promote local businesses using OEWD’s WorkforceLinkSF system and other services, specifically the sourcing of job seekers and utilizing OEWD Job Centers for recruitment.  Promote programs and participate in workshops that promote local business incentives, including tax credits and similar programs.
  • Develop expert knowledge on Employer Services.
  • Additionally, provide candidate screening, referral and retention, job distribution and no cost recruitment, layoff and outplacement assistance and services.   

Reporting/Data Systems 

  • Develop policies and templates that will allow OEWD and its partners to measure outcomes via data collection to ensure that the agreed upon goals are realized.
  • Work with the Workforce Alignment Team to determine what type of data collection and analysis is required to stay ahead of the curve on workforce and labor market trends. 
  • Identify system improvements and opportunities for alignment with other data systems and reporting requirements.

Marketing 

  • Develop brand and marketing strategies that enable employers to find value in utilizing Employer Services as one of their employment services resources.
  • Maintain and manage the delivery of community newsletters with job and training information.
  • Develop online and social media outreach campaigns for job seekers outside of OEWD Job Centers and the workforce system.

How to qualify

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
