About the Office of Economic and Workforce Development (OEWD)

The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business. OEWD is a dynamic Department in the City and County of San Francisco that reports directly to the Mayor.

The Workforce Development Division of the Office of Economic and Workforce Development coordinates the San Francisco Workforce Development System, which is a network of public, private, education and nonprofit service providers that serve San Francisco jobseekers and employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and enhances the quality of life in the City. 

Role description

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The TechSF Workforce Programs Specialist will be assigned to the Workforce Programs unit’s TechSF Initiative team to support Workforce programming and services that address the needs of our local communities, with an emphasis on our most vulnerable populations to support them to successfully transition into competitive employment opportunities.

Job Description

Under general supervision, performs a variety of activities and duties related to program management and oversight of OEWD TechSF Workforce programming, Programs Specialist will successfully implement the following (but not limited to) tasks: TechSF Workforce program development, planning, implementation and evaluation; conducts program analyses through prepared qualitative and quantitative data and makes recommendations for improvement; Provide capacity building, technical assistance and training for workforce community partner staff on workforce programming and data reporting systems; Requiring dedicated time to data analysis, data entry, and reporting and analysis to be formulated and presented in public settings; Engagement and partnership development with stakeholders, employers, community partners, program participants, and the workforce system to best inform TechSF  Initiative programs; and performs related duties as required. This position requires a significant amount of time dedicated to data entry and analysis for TechSF programs and grants to ensure we are meeting grant obligations and overall targeted performance measures for the Initiative.

Specific functions include (but not limited to) the following:

 Program Development, Implementation & Enhancement  

  • Responsible for managing programming under the TechSF Initiative portfolio in adherence to City’s local plan, regional plan, department procurement process guidelines, funding regulations and stakeholder workforce needs; including but not limited to occupational skills training, work-based learning, pre-apprenticeship and apprenticeship programs.
  • Develops and coordinates preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.
  • Develops and monitors grantee work plans and performance to assure that program models effectively steer the development of successful programming.
  • Provides support for workforce program research including labor market data, industry trends, best practices, etc.
  • Actively participates and supports in writing procurement content for TechSF Initiative programs and reviewing and rating workforce development proposals for these areas.
  • In collaboration with community partners, develops effective program design, client services flow, and necessary reporting procedures to effectively serve and report on priority populations identified through these funds. 
  • Assists with TechSF program implementation, including coordination with City departments, outreach to identified employers, and job seekers and connecting employers with workforce resources.

Contract Monitoring, Evaluation, Technical Assistance, Training and Capacity Building

  • Develops tools and methods of evaluating and monitoring effectiveness of TechSF Initiative programming.
  • Through program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies and operations of sector programming to assure that grantees are complying with federal, state and local funding requirements and guidelines.
  • Prepares, reviews and executes contracts and subcontracts for the disbursement of funds.
  • Provides technical assistance, facilitate training and sharing of best practices to workforce partners on programming and data reporting systems.
  • Recommends program model or training modifications and adjustments to ensure responsiveness of programming to both employers and job seekers needs.

  • Provides technical assistance to Grantees on funding streams and relative guidelines, reporting systems and OEWD workforce programs policies and procedures.
  • Conduct regular data reporting and oversight of data for TechSF client information in regard to respective grants and apprenticeship programming.

Reporting, Analysis and Presenting of Data for OEWD Management, City Officials and Key Stakeholders

  • Collects, enters and evaluates qualitative and quantitative data for various TechSF grants and programs through a series of reporting systems.
  • Prepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to for senior management, Workforce Investment Board members, relative stakeholders, OEWD management and City officials. 
  • Collects, prepares and presents a wide variety of reports, memoranda and correspondence.
  • Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.
  • Assist in leading and actively coordinates with other City Departments overseeing TechSF Initiative for reporting and updates.
  • Analysis and tracking of TechSF portfolio performance, particularly around grant and apprenticeship outcomes.

Stakeholder, Community, Workforce System, and City Departments Engagement and Convenings

  • In collaboration with direct supervisor, lead the coordination and implementation of multiple stakeholders (including employers, non-profit partners, educators, public officials, community members and City Departments), to provide comprehensive service models and address the workforce needs of the TechSF Initiative’s constituents.
  • Develop strategies for distribution of collateral and various messaging to ensure that local, prioritized and underserved populations are aware of and have tangible access to TechSF Initiative programs.
  • Spearhead effective engagement and outreach to diverse populations, including re-entry community, public housing residents, public aid recipients, etc. through diverse partnership development.
  • In partnership with direct supervisor, will actively participate in the local, regional, statewide and national committees of TechSF Initiative’s partners, including, but not limited to: San Francisco Unified School District, San Francisco State University, the Northern California Apprenticeship Network and the Interagency Advisory Committee on Apprenticeship. 
  • Attend conferences, trainings, meetings, strategy sessions and relevant stakeholder meetings to best inform TechSF Initiative programming through learning practices and networking.
  • Support TechSF workforce grantee’s candidates.

How to qualify

Desirable Qualifications

  • Knowledge and experience developing and implementing tech workforce programming, distinctly understanding the unique needs of San Francisco neighborhoods and specific vulnerable populations.
  • Demonstrated experience supporting the development and implementation of work-based learning programs and specifically, Registered Apprenticeship Programs.
  • Demonstrate a familiarity with or have experience working with California’s Division of Apprenticeship Standards and the United States Department of Labor’s Office of Apprenticeship on Registered Apprenticeship Programs.
  • Ability to provide oversight and administration of Registered Apprenticeship Program Coordinators and Partners
  • Hold excellent interpersonal, written and verbal communication skills. Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audience.
  • Demonstrated ability to develop and manage multiple relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others.
  • Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve disadvantaged populations.
  • Knowledge of San Francisco’s neighborhoods, local government, workforce development, and social services infrastructures.  
  • Knowledge of and direct work experience with federal, state, foundation and local funding including (but not limited to) Workforce Opportunity Innovation Act, Community Development Block Grant, Department of Labor, General Fund dollars, etc. Understanding of the regulations associated with each of these funding streams.
  • Holds strong work experience working with complex data systems and providing technical assistance and training to partners on client data entry. To best support the TechSF Initiative, understands the workforce needs of vulnerable communities, with an emphasis on addressing the needs of the City’s under-represented in tech communities.
  • Proven experience and ability performing detailed data entry, data validation and data analysis through databases.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
