Role description

Project: SFPUC & Gov Ops Contracting Process Documentation and Re-Engineering     

The Principal Contract Analyst is responsible for administering large, complex  professional services procurements, including grants, Memorandum Of Understanding and Memorandum Of Agreement (MOUs and MOAs) to SFPUC Water, Power, Wastewater, Finance, HRS, and, Infrastructure, as well as Hetch Hetchy Water and Power, Sewer System Improvement Program and repair and replacement projects. Responsibilities include reviewing work of other contracts analysts (from 1824 classification to 1822 classifications) and junior analysts (classifications 1820 and 9922); supporting template and process review; lead CAB representative for partnership with the City Administrator's Government Operations Recovery Initiative (GovOps ) to document and reengineer the SFPUC’s core contracting processes.

Coordinate with internal client staff from all Infrastructure Bureaus and Enterprises, as well as external City Departments such as Civil Service Commission, the Contract Monitoring Division, the Office of Contracting Administration, the City Attorney’s Office, and unions. Provide guidance to project staff regarding consultant contract performance issues and facilitate involvement of the City Attorney and Contract Monitoring Division as needed in resolution process. 

Essential Functions:

  1. Plan, organize and supervise the solicitation process of all professional services procurements, including emergency contracts, MOU/MOAs, InterCity agreements, grants and other agreements from pre-advertisement through issuance of the Notice to Proceed (NTP); 
  2. Assign requests for Request For Proposals (RFP) among contract analysts staff for efficient and equitable distribution of work;     
  3. Partner with project team across all enterprises on development, oversight and administration of complex, high visibility RFPs to ensure seamless coordination, transparency and compliance with City requirements;
  4. Oversee delegation of wide range of duties to administrative staff and supervise work product;
  5. Advise Project Managers and Contract Managers on the San Francisco Charter, San Francisco Administrative Code, and contracting rules and solicitation policies to determine the most efficient and best procurement vehicle and solicitation process for their projects;     
  6. Knowledge of principles, policies, and legal requirements of city contracting;
  7. Represent CAB as lead for GovOps project to document and reengineer the SFPUC’s core contracting processes.

The 1825 Principal Administrative Analyst II will perform other related duties as assigned.

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.
