Under the general direction of the Chief Development Officer (CDO), the Procurement and Contracts Section (PCS) Manager is responsible for the procurement, contracting, and support service activities for the CIP. The PCS Manager will develop and implement procurement processes that support the entire CIP including the preparation of Board of Supervisor Ordinances and Resolutions. The PCS Manager develops the procurement and contracting processes that support each project within the CIP; develops and implements operational policies and procedures to ensure the efficient operation of the procurement process and contracts compliance; and manages a team of contracts staff to execute procurements, contract modifications, and contract compliance activities. This position functions as a technical advisor to the CDO in ensuring minimal delays and interruptions with the procurement process which would result in an adverse impact to the construction and improvement of Airport’s infrastructures.
The essential functions of this position include:
- Plans, monitors, evaluates and supervises the operation of the Procurement & Contract Section; coordinates the work of the various subdivisions; advises and consults with section managers; meets with appropriate staff to identify and resolve problems or conflicts;
- Develops and implements operational policies and procedures to ensure the efficient operation of the expanded unit;
- Develops, implements, and maintains procedures, administrative monitoring practices and controls in order to obtains smooth and effective operation of PCS; coordinates work activities with other divisions within the department to prevent delays in required actions or to improve programs or services;
- Evaluates job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities; supervises staff, hire, mentor, and takes appropriate corrective and/or disciplinary section;
- Assists in the determination of resource allocation and levels of service according to established policies;
- Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement-related activities; and
- Performs other duties as assigned.
How to qualify
Possession of a Bachelor’s degree from an accredited college or university.
Eight (8) years of experience managing procurement and contract services in a governmental or large organization which includes three (3) years of supervising professionals.
Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
Possession of a Master’s degree from an accredited college or university may be substituted for up to one (1) year of the required experience (but may not substitute for the required supervisory experience).

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Knowledge of Federal and State construction and professional services contracting regulations
- Familiarity with San Francisco Administrative Code, Chapters 6 and 21
- Experience in writing, procuring and administering construction and professional services contracts
- Experience in providing supervision and leadership to subordinate employees
- Experience in identifying and implementing efficiency and streamlining measures

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation (Weight:100%):
Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position. Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.
