The department is divided into four divisions – Operations; Building Design and Construction; Infrastructure Design and Construction; and Finance and Administration. 

The SFPW Human Resources (HR) Division is hiring a Recruitment and Operations Director (0931 Manager III) to oversee our Exams, Payroll, and Operations teams tasked with effectively and efficiently implementing the mission of SFPW and of the city.

Appointment type: Permanent-Exempt (PEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and shall not exceed 36 months.

Role description

Under general administrative direction from the SFPW Human Resources Director, the Director of Recruitment and Operations will develop strategies and work plans, supervise staff, research trends in relevant subject areas to inform and develop future plans, standard work, lead projects, and oversee cross-departmental collaboration to the success of the HR Operations, Exams, and Payroll teams. You will lead an innovative team of HR professionals providing your expertise on special projects as assigned, many of which require your thoughtful management of sensitive communication with entities such as the City-wide Department of Human Resources, the Civil Service Commission, and other City departments, commissions, and boards on human resources-related matters, as well as compliance with staffing regulations. The Recruitment and Operations Director (0931 Manager III) performs the following, but not exclusively these, essential functions:

  • Advising departmental managers and employees on Civil Service rules and provisions, Memoranda of Understanding, and human resources policies and related matters;
  • Analyzing complex data and prepare reports in the assessment of hiring activities, budgets, time to hire, and other important HR operations metrics;
  • Develop and coordinate employee training programs for HR operations procedures ; Maintain positive working relationships with departmental managers and supervisors as well as staff members from other City departments;
  • Build client-department relationships and confidence in human resources services; collaborate with department management to meet business needs;
  • Coordinate with supervisory personnel in the assignment, reassignment, replacement, and transfer of personnel and supervise the preparation of personnel documents and maintenance of personnel records;
  • Design and manage innovative HR processes that span the employee life cycle;
  • Oversee continuous process improvement activities with an emphasis on collaborating with other divisions, hiring efficiency and equity;
  • Performance manage staff at various levels to maximize employee engagement, performance, and service delivery;
  • Performing additional duties as assigned or required.

How to qualify

Education:

Possession of a Baccalaureate Degree from an accredited college or university; AND

Experience:

Five (5) years of verifiable professional human resources experience performing duties that include significant assignments in the areas of staffing, personnel administration, and the management of human resources functions, to include consulting, advising and informing managers within an organization and those who supervise human resources functions, interpreting and enforcing personnel rules, regulations, and policies, and presenting organizational or human resources-related issues to department, agency, or company managers and executives.

Three (3) years of this experience must include supervision of human resources professionals and two (2) years of the required five must have been in a human resources organization performing duties at a level equivalent to those performed by a Class 1244 Senior Human Resources Analyst in the City and County of San Francisco.

Substitution:

A Master’s Degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, Management or a closely related field or possession of a Juris Doctorate (J.D.) may substitute for one (1) year of the non-supervisory experience.

Additional qualifying work experience may be substituted for up to two years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Desirable Qualifications: 

  • Skilled at administering programs that include formulating strategies, creating cross-departmental collaboration; building teams; and creating strong supervisory frameworks.
  • HR Managerial experience in large complex organizations
  • Advanced knowledge of HR Functions- operations, merit, labor, and recruitment
  • Experience in process improvement work and change management.
  • Experience engaging, developing, and sustaining work relationships with Labor Organizations.
  • Experience with multiple and complex public sector MOU contracts
  • The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
