Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description
Under minimal direction, this position will lead improvements in reconciliation and reporting, auditing, automating and unit management efforts for revenue and operation grants over the next three years. This position will lead multiple short-term projects and high-level tasks.

Essential duties and project milestones include:
FY 22/23 - Focus on Revenue and Operations Grants in subsystems (Active Net, Sales Force, etc.) 
•    Lead and develop assessment of revenue (including Deferred Inflow Analysis) and operations grant reconciliation processes from inception to closing. 
•    Assess and propose improvement to monthly interface revenue entries (subsystem to SF Financials in PeopleSoft).
•    Propose modifications to existing policies and procedures to ensure alignment of internal revenue and grant operations processes in subsystems to SF Financials in PeopleSoft.

FY 23/24 – Focus on Lease Agreements
•    Review all lease agreements (i.e., GOLF, Gardens of GGP, garages, etc.) and develop revenue reconciliation process flow (“As is” and “To be”) based on the lease provisions.
•    Develop and implement an automated monthly reconciliation and reporting of lease payments for submission to the CFO, Director of Property Management, Superintendent of Operations and Finance Manager.
•    Manage and facilitate audit of leases by independent auditors contracted by lessors.

FY 24/25 – Focus on Automation and Digital Transformation (applicable to the 3-year period)
•    Continuously automate reports for periodic use in managing, forecasting, and reporting of revenues, grant expenditures and reimbursements, for use by division clients.

Role description

How to qualify

1. Baccalaureate degree from an accredited college or university, with major course work in accounting, finance, business administration, or a closely related field. Such education must include at least eighteen (18) semester units or twenty-four (24) quarter units of coursework in accounting [Note that transcripts are requested to be submitted at the time of application filing.]; AND
2. Six (6) years of professional accounting experience which includes analysis or problem solving. Experience must include: Working with an automated financial system (preferably a government system), performing difficult and responsible accounting and reporting work, preparing financial records, reports and financial statements in compliance with Generally Accepted Accounting Principles. Experience must include two (2) years of verifiable experience supervising subordinate staff.

OR

City and County of San Francisco Employees with six (6) years of professional accounting experience including experience as a 1652 Accountant II or 1654 Accountant III. Experience must include two (2) years of verifiable experience supervising subordinate staff.

SUBSTITUTION
A Master’s degree in accounting, business administration, computer information systems, public policy, or a closely related field may substitute for one (1) of the six (6) required years of professional accounting experience.

(One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hours work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.)

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when applicants are referred for hiring:

  • Working knowledge of the City’s PeopleSoft Financial System.
  • Advanced spreadsheets and integrated database skills.
  • Strong work ethic, interpersonal, oral and written communication skills.
  • Excellent analytical, reconciliation, and organizational skills.
  • Self-starter, a team player, and detailed oriented.
  • Ability to prioritize multiple and competing assignments to meet deadlines.
  • Flexibility and adaptability.

Verification of Experience and/or Education
Applicants may be required to submit verification of qualifying education and experience, at any point in the application, examination or departmental selection processes. Verification of work experience typically must be on the employer’s letterhead, and must include the applicant’s name, job title, description of job duties, dates of service, and signature of the employer. San Francisco City and County employees do not need to submit verification of their City employment, but must submit verification of outside experience. San Francisco City and County employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provisions of the Civil Service Rule 110.9.1.

What else should I know?

Appointment Type:  This is a Permanent Exempt appointment. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and serves at the discretion of the Appointing Officer with appointment duration of up to three (3) years. 

Compensation:  $124,956 - $163,306 annually
