The Water Enterprise at the SFPUC is an organization of over 900 employees with an operating budget of over $500 Million. The Water Enterprise consists of 6 functional divisions: Hetch Hetchy Water and Power, Water Quality, Central Distribution Division, Water Supply and Treatment, Water Resources Planning, and Natural Resources and Land Management. The Water Enterprise provides water to 2.7 million people in the City and County of San Francisco as well as 26 wholesale customers in San Mateo, Santa Clara and Alameda Counties.
Role description
The Water Administration and Policy Manager reports to the Deputy Manager of the Water Enterprise and supports the Assistant General Manager for Water. The position provides leadership and strategic input for the administration of the Water Enterprise. Specific areas of focus are Enterprise- wide workforce planning, racial equity action plan implementation, contracting strategy development and execution, grant and/or loan financing support, state and federal regulation and legislation tracking and strategic input, budget development and tracking and implementing organizational/business process change initiatives. This position will routinely work on sensitive, often confidential, matters.
The essential duties of this position include, but are not limited to the following:
- Assess workforce needs by supporting and assisting the development and implementation of staffing plans for operating divisions; coordinating with HRS & External Affairs to establish recruitment plans, and tracking hiring plans against staffing plans
- Lead assessment and implementation of apprenticeship programs and other staffing programs
- Serve on BayWork and engage in other industry groups related to workforce planning, recruitment and pipelines
- Implement the Water Enterprise racial equity action plan and serve on SFPUC Racial Equity leads committee, including working with operating divisions on their implementation of racial equity and workforce trainings, leading updates on the racial equity action plan, and tracking implementation progress
- Manage Enterprise-wide contracting needs and strategies, and priorities for contracts, assess need for as-needed contracts, develop long-term strategy with dates for implementation on contracts, maintain schedule of high priority contracts, including JOCs to ensure capacity is available for needs, follow OCA purchasing contracts and provide coordination, and work with OCA and operating divisions as needed to resolve issues for purchasing
- Assist AGM and Division managers in developing 2-year budgets and track spending and re-allocations
- Serve as the Water Enterprise's point of contact for Finance Grants and Loans coordinator assisting with identifying priorities for Water capital projects
- Analyze and formulate recommendations on developing regulatory and legislative actions and serve as a liaison between all Water Enterprise divisions and the SFPUC Legislative Affairs team and work with external utility organizations providing input on regulatory and legislative actions that may affect the functions, duties and operations of the Water Enterprise
- Supervise staff providing administrative support as well as supervising cross-functional, diverse teams across the Water Enterprise and the PUC
- Other duties as assigned
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

- Possession of a Master’s Degree in Public Policy/Administration
- Extensive experience working with high level managers and directing senior staff and professional staff of different classifications
- Experience in workforce planning

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:
- Knowledge of principles and techniques of governmental organization and management principles involved in workforce planning, strategic planning, and resource allocation
- Knowledge of principles and techniques of economic and policy analysis; principles and techniques of generally accepted accounting principles and government accounting standards; the principles and techniques of financial/fiscal analysis and budgeting
- Knowledge of methods and techniques of data collection and analysis; specialized analytical software; applicable local, state, and federal laws and regulations affecting departmental operations; principles involved in the development and implementation of complex systems and procedures
- Knowledge of methods, procedures, and techniques needed for negotiations of contract terms, change orders, cost estimates and modifications
- Ability to collect, synthesize, and analyze a wide variety of information; conduct extremely difficult analytical studies involving complex administrative and financial systems and procedures and significant financial impact; work with complex business intelligence systems
- Ability to assign and direct the work of subordinates and other staff, including overseeing programmers and software developers in the production of complex analysis or data; temporarily manage complex, cross-functional project teams
- Ability to make recommendations with appropriate justification and develop/implement a plan of action; plan, prepare, review, and present clear and concise findings and reports
- Ability to work with authority to identify and define problems, determine methodology and evaluate data
- Ability to establish and maintain effective oral and written communication with management, officials, representative of other agencies, contractors, and the general public; negotiate effectively; use personal computer and software programs as utilized in various departments
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.
Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The department may administer additional position-specific selection procedures to make final hiring decisions.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
