DEC is the result of a merger of two existing city departments, First 5 and the Office of Early Care and Education (OECE). Both First 5 and OECE have long histories of supporting young children and families in San Francisco through innovations in early care and education, family support services, and programs to support children’s healthy development. They merged to expand their capacity and funding and to better integrate the City’s early childhood services.

The Commission Policy and Administrative Coordinator is responsible for managing policy, planning, and administrative affairs of the Children and Families First Commission (Commission) and the Early Childhood Community Oversight and Advisory Committee (EC COAC). This position will establish and support an environment that promotes accountability, transparency, high standards, and innovation among DEC’s policy bodies.
The essential functions of this job fall into three categories:

The Commission Policy and Administrative Coordinator reports directly to the Executive Director of the Department of Early Childhood and will work closely with DEC’s Evaluation, Policy, and Communications Division.
Examples of Important and Key Functions of this Position Include:
Policy Research, Development & Planning
- Work closely with DEC’s Executive Director to establish and implement inter- and intra-body collaboration processes.
- Work with oversight body chairs to develop legislative calendar and meeting agendas aligned to requirements set by the state and/or local ordinances.
- Identify and implement opportunities to support members’ knowledge development around DEC-funded programs and services and issues affecting early childhood policies and programs.
- Work with DEC’s HR Manager to implement Department Racial Equity Action Plan items related to Boards & Commissions.
Community and Stakeholder Engagement
Participate in community-based and governmental oversight, advisory, and advocacy groups related to early childhood and track key decisions including but not limited to San Francisco Child Care Planning and Advisory Council (CPAC), Our Children Our Families Council, Department of Children Youth, and their Families oversight bodies, and Board of Supervisors meetings
Work with Child Care Planning and Advisory Council representative on the Commission and EC COAC to develop and implement effective collaborative planning processes.
Collaborate with DEC’s Policy and Communications team to develop processes for expanding parent engagement and participation in oversight structures and meetings.
Administrative Coordination and Compliance
- Serve as administrative coordinator to the Commission and EC COAC and prepares meeting agendas and records; transcribes and processes meeting minutes.
- Supervise the distribution of agendas, notices, minutes, resolutions, and ordinances; arranges for hearings; maintains records of meetings and hearings; and certify all official Commission and EC COAC documents and resolutions.
- Document and maintain policies and regulations governing DEC, including but not limited to meeting minutes, notice documents, and required reports.
- Respond to requests for information from the public, governmental officials, and other interested parties concerning Commission and EC COAC affairs.
- Ensure Commission and EC COAC operate per the City Charter, Administrative Code, Brown Act, and City policies, such as Statement of Economic Interests (Form 700) and Statement of Incompatible Activities, as applicable.
- Serve as the main contact and administrative support for the Commission and the EC COAC, and liaise with the Commission and EC COAC members to facilitate the flow of information.
- Collaborate with the DEC leadership team and commission and committee members to recruit, process, orient, train and maintain new members.

How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, or other fields of study closely related to the essential functions of positions in Class 1823.
