Role description
The Office of Community Partnerships (OCP) 0923 Manager II position makes decisions which impact the daily operations and implementation of established procedures and policies of the related units/sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources. The OCP 0923 Manager II position will regularly contact and/or establish working relationships with others at similar levels within the organization as well as those at community based organizations in order to complete duties; this will include coordination of budget preparation, monitoring performance and program reporting for the assigned section; and performing related duties as required.
This OCP 0923 Manager II position will lead a team of analysts focused on community-based services in the following areas: community center services, technology programs addressing the digital divide, adult day programs, and housing support.
Essential Duties and Functions
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
1. Manages programs, operational activities, or projects; supervises, trains, and evaluates the activities of staff, coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies, and procedures of the division.
2. Monitors assignments and coaches subordinates to improve performance.
3. Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures.
4. Participates in budget development detailing justification and persuasive arguments for proposals or initiatives.
5. Coordinates budget preparation, monitors expenditures and financial reporting; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
6. Directs allocation of resources for timely outcomes and measurable budged goals; adjusts plan to meet emerging or new programs, while continuing to address major departmental priorities.
7. Assists in developing and implementing operational policies to ensure the efficient operation of City funded community based programs
8. Speaks publicly as an informed representative of the Office of Community Partnerships in public hearings, community meetings, and other settings as required.
How to qualify
Education
Possession of a Baccalaureate degree from an accredited college or university in Social Work, Public Health, Public Administration, Planning or (closely related field); AND
Experience
Four (4) years of verifiable professional experience working in a large social service setting or community-based organization that provides services to seniors and adults with disabilities and/or mental health services.
Substitution
Applicants may substitute up to two (2) years of additional qualifying work experience as stated above for college education on a year-for-year basis. One (1) year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

1. Knowledge of principles of supervision and management practices, training, and performance evaluation, design, implementation, and assessment techniques.

Supplemental Questionnaire Evaluation Exam (WEIGHT = 100%)
Candidates MUST achieve a passing score on the supplemental questionnaire evaluation in order to move forward in the Selection process. Candidate scores from the Supplemental Questionnaire Evaluation Exam will be used to determine the final score and rank on the eligible list/score report.
The Supplemental Questionnaire Evaluation Exam is designed to measure and evaluate your experience including the knowledge, skills, and abilities that you possess in job-related areas identified as critical for successful performance for this position (s) in class 0923 Manager II. It is important that the information provided in the Supplemental Questionnaire Evaluation be accurate and complete. All relevant experience, education and/or training must be in the application in order to be reviewed in the rating process.
A passing score must be achieved on the Supplemental Questionnaire Evaluation examination in order to continue in the selection process.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
