This is a Temporary Exempt appointment not to exceed one (1) year. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.  

The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Role description

The Department of Emergency Management is looking to hire a full-time Personnel Technician to work on the Dispatcher Applicant Tracking Project.  The project involves assisting in documenting manual processes - inputting/uploading data, filtering/cross referencing data from various reports, running reports from applicant tracking systems and other applications, generating test codes, tracking statistical information, examination support, personnel processing and calendaring/scheduling functions.   

Under supervision, the essential functions of the 1203 Personnel Technician include but are not limited to: 

  1. Assists in organizing and compiling a variety of documents, materials and data related to employment, such as: requesting/reviewing minimum qualifications and special condition verifications, reviewing applications for qualifications; and assisting with administration of examinations.   
  2. Coordinates the activities of personnel actions which include selection of candidates, hires, reassignments, transfers, reinstatements, and promotions. 

  3. Processes personnel actions in accordance with Civil Service Rules and Procedures; prepares and processes a variety of forms and documents, such as: requisitions and certifications. 

  4. Serves as liaison and contact source for routine technical personnel matters related to appointments, applicant/employee data tracking, examination and hiring status, notification letters, dates and deadlines, and other general department information or activity. 

  5. Reviews information contained in a variety of documents to determine status or proper processing procedures for matters related to: certifying names for employment, obtaining special conditions or language requirements on positions, status on various eligibility lists, updating statistical or computer data checking, timeliness of submitted appeals, requests or notices for personnel actions.

  6. Creates and maintains databases and spreadsheet files of human resource activities related to department position control system; employee records, certification information, appointment histories, racial equity statistics, requisition processing, examination applicant tracking, computerized reports and records maintenance, and other departmental specific database information. 

  7. Assists with research projects, makes the contact with appropriate resources, reviews reports and correspondence on file, extracts relevant information from documents, compiles and organizes materials for submittal. 

  8. Performs other related duties as assigned. 

How to qualify

  1. Two (2) years of verifiable experience performing complex technical or clerical duties in a human resources environment; AND 
  2. Ability to type/keyboard 40 words per minute. 

Desirable Qualifications 

  1. Excellent communication and interpersonal skills
  2. Excellent organization and prioritization skills
  3. Experience working in a collaborative team-oriented environment as well as an individual contributor
  4. Experience using Applicant Tracking Software, such as Smart Recruiters
  5. Experience using calendaring software, such as Calendly and Bookings 
  6. Experience using Microsoft Excel and Word

SELECTION PROCEDURE:
