Role description

Under the general direction of the Director of Data, Evaluation and Compliance, the Program Evaluation Manager at the Mayor’s Office of Housing and Community Development leads a variety of activities related to program evaluation and data-driven program improvements. This position will work in a highly collaborative environment and will play a key role in the department’s efforts to move toward better outcomes and racial equity with its programs and services and to maximize the impact of program resources. Strategies will include enhanced data utilization, setting key performance indicators, and building the capacity of MOHCD staff and MOHCD partner agencies.

The essential functions include being a key member of the Data, Evaluation and Compliance team that provides data analyses, facilitates program evaluation, and oversees compliance related to local, state and federally funded community-based organizations that provide a variety of social services and affordable housing to low-and-moderate income residents of San Francisco. This work aims to support San Franciscans with affordable housing opportunities and essential services to build strong communities. 

Responsibilities will broadly fall under creating and implementing a program evaluation plan for the department, coordinating program evaluation efforts across the department’s multiple divisions, and integrating real-time data into strategic and operational decision-making. Essential duties include:

  1. In collaboration with Director of Data, Evaluation and Compliance, manage the upcoming five-year strategic planning process, including procuring and contracting with strategic planning consultants; developing and maintaining the overall timeline; and, coordinating the community engagement, data analysis, strategy development, and reports development processes;
  2. In collaboration with program managers, identify appropriate performance metrics and develop relevant data collection and visualization tools, including dashboards;
  3. Compile and analyze program data for the purposes of tracking progress towards goals and of improving services;
  4. Prepare a wide variety of reports, presentations, memoranda, and correspondence related to activities of the department; communicate analyses to internal and external stakeholders;
  5. Provides technical assistance and training to internal staff and partner agencies on incorporating data review and analysis to impact program decisions;  
  6. Develops and implements strategies for improving data collection uptake, including reviewing and improving MOHCD demographic data collections form, and providing guidance and training to MOHCD partner agencies on using MOHCD data collection forms and data systems; and,
  7. Performs other duties as assigned.

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Knowledge, Skills and Abilities/Desirable Qualifications:

Thorough knowledge of the:

  • Principles, practices, purpose and scope of community development and/or affordable housing programs;
  • Federal, State and local rules and regulations applicable to such programs;
  • Principles and practices of evaluating such programs; and,
  • Principles and practices of local governmental and non-profit organizational structure; and,

Abilities and skills to:

  • Apply principles to define problems, collect data, establish facts and draw valid conclusions;
  • Conduct difficult analyses involving complex administrative and financial systems and procedures;
  • Manage projects effectively;
  • Write clear and concise reports, recommendations and correspondence;
  • Work and communicate effectively with MOHCD staff and senior management, officials, and representatives of governmental and community/neighborhood organizations, vendors, and other agencies;
  • Speak effectively before individuals and groups;
  • Use a personal computer and Windows-based software programs, including word processing, spreadsheet, presentation and database; and,
  • Use data management systems such as Salesforce and/or other web-based grants or contract management systems.

Desirable qualifications:

  • Passion for improving government performance, solving social problems, and ensuring racial equity;
  • Self-motivated with an orientation towards results and a track record of driving results with limited supervisory direction;
  • Willingness to learn;
  • Attention to detail;
  • Experience with data visualization software such as PowerBI;
  • Experience with mapping software such as ArcGIS; and,
  • Experience with statistical analysis software such as Stata, Python, and R.

Selection Procedures - Supplemental Questionnaire Evaluation (100%)

Candidates will be required to complete a supplemental questionnaire.  The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which may include but not limited to: knowledge of principles and practices of department specific programs including the goals and objectives of these programs; knowledge of activities of community agencies charged with carrying out the programs; knowledge of relevant Federal, State and Local Laws, procedures and regulations governing the department specific programs; ability to apply principles to define programs, collect data, establish facts, draw conclusions in order to make recommendations regarding the visibility or proposed project and program activities, and determine alternate or additional sources of funding for proposed project and program activities, and ability to prepare written information in a clear, concise and well-organized manner, using appropriate rules of grammar and composition when composing reports, correspondence, and other documents.    A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed on the eligibility list according to the final score.
