Role description

The Human Services Agency Information Technology division is recruiting a Digital Services Manager, who will report directly to the Director of HSA IT. The ideal candidate will be a leader with not only a proven record but a strong vision and a hands-on technical leadership towards development, operations, and ongoing evaluations and troubleshooting of complex digital services. The four fundamental principles guiding this task are: putting the needs of residents first, focusing on delivery and outcomes, promoting an agile and data driven culture, and making our services accessible to everyone.

The Digital Services team will partner with HSA departments, divisions, and programs to introduce and modernize digital services agency-wide. They will be responsible for the public internet website (www.sfhsa.org), our intranet, Service-Now platform to deliver services to internal clients/staff, Docusign Administration, and O365 support and development (Team, Bookings, PowerApps/PowerForms, Sharepoint).


ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list; may include additional duties as assigned.

1.    Planning, developing, monitoring, evaluating, and supervising the operations of the Digital Services team within HSA-IT.

2.    Monitoring the work of and coaching subordinates.

3.    Overseeing and leading the technical directions of the following technologies; Service-Now, o365 Power Platform, and Drupal web development.

4.    Managing and enhancing the HSA’s public and private Drupal websites, focusing on content, design, user and customer experience.

5.    Assisting the Agency with automating business processes and functions using software and technology.

6.    Improving HSA Digital Services strategy, aligning and roadmapping to the overall Digital Strategy of the City and County of San Francisco.

7.    Meeting with users, customers, community partners, executive management, internal HSA stakeholders, and other San Francisco Agencies to build on the overall Digital Services Strategy.

8.    Developing and implementing an HSA strategy for content integrity, governance, and content updates.

9.    Developing, implementing and maintaining procedures, monitoring practices and controls in order to obtain smooth and effective operation of the Digital Service division; including developing quality assurance standards and software development coding standards.

10.    Planning, developing, and leading complex projects which span multiple Agency programs.

11.    Interfacing with all managerial levels of City and County government and outside agencies, and serving as a representative of the department in meetings involving different levels of staff, management and executives.  

12.    Preparing Requests for Information (RFIs), Requests for Proposals (RFPs), track vendor budgets and recommend consulting services as needed.
 

How to qualify

1. Education:

  • An associate degree in computer science or a closely related field from an accredited college or university;

OR

  • Its equivalent in terms of total course credits/units [i.e., at least (60) semester or (90) quarter credits/units with a minimum of (20) semester or (30) quarter credits/units in computer science or a closely-related field];

AND

2. Experience: Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

 

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis [up to a maximum of two (2) years]. One (1) year is equivalent to (30) semester units/(45) quarter units with a minimum of (10) semester/(15) quarter units in computer science or a closely related field.

DESIRABLE QUALIFICATIONS:

  • 5+ years of experience in managing software development and implementation projects.
  • 3+ years of experience in AGILE and/or Waterfall Project Management methodology. AGILE preferred.
  • Experience in customer management and engagement.
  • Experience in managing large scale projects.
  • Experience working with executives and with management level stakeholders to understand, develop and implement creative business solutions.
  • Experience in planning, executing and controlling web design, content management, and user experience projects.
  • Experience in developing and implementing digital services, such as public facing web or mobile applications in an enterprise environment.
  • Experience connecting front end web applications to existing IT systems at an enterprise level, including web services and database connectivity, update, calls and web or mobile application data population.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of latest digital technologies, business principles and practices and solution design process; ability to: lead, manage, supervise, administer and coordinate a complex operational section, identify, procure, and provide the set of technical tools, software, and other resources required to build digital products; and skills in the area of project management, problem-solving, time management, and analysis.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Minimum Qualification Supplemental Questionnaire (MQSQ - Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
