Role description

Work Location:  1603 Griffith Street, San Francisco, CA  94124

Work Scheduled:  6:00 AM to 2:30 PM Monday through Friday

Project Name:  Spot Repair Project                                                                                                                                                                                                                           

The 0922 will oversee all of the project logistics defined by the Collection System Asset Management Plan (CSAMP) which require a sewer repair and rehabilitation program that minimizes sewer failure risk. This new position will use condition assessment data to strategically complete repairs that will prolong the operational life of collection systems assets. The Sewer Repair Project position will manage a team of 2 Sewer Repair Supervisors, a senior Construction Inspector, 3 construction inspectors, and 10 sewer repair crews (mix of public and private) with an annual goal of performing 1300 sewer repairs.

The annual budget managed by the 0922 Sewer Repair Program Manager is approximately $35 million. As part of this project, the incumbent will work closely with The City Attorney coordinated claims investigations, investigating sewer related roadway defects, 311 complaints, groundwater or water leak complaints, equipment reliability issues, performing work order asset failure analysis, training and competency issues, emergency preparedness & response, sewer construction planning and oversight, and resource planning.

Essential Functions:

  • Provides mid-level management functions in the Spot Repair section; high-level responsibility for the section and the spot repair program
  • Incumbents make decisions which impact the daily operations and implementation of established procedures and policies of the section
  • Coordinates and organizes the budget preparation, monitoring of expenditures and financial reporting for the section
  • Responsible for planning and evaluating performance of direct reports
  • Resolves disputes and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and or additional resources
  • Establish working relationships with others within the organization and cross-divisionally
  • Plans, organizes, staffs, leads and controls the efforts of the Collection System Division’s goals
  • Assure that safety remains a high priority for the section
  • Perform related duties as required

How to qualify

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of experience within sewer repair and construction capacity; AND

License: Possession of a valid California driver’s license.

Education Substitution: Additional qualifying experience may fully substitute the degree requirement on a year-for-year basis. (One (1) year is equivalent to 30 semester units or 45 quarter units) One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: 

Ideal incumbent will have experience in strategic asset management, as well as maintenance program development.  Ability to communicate and encourage teamwork and collaboration within the section with conflict resolution and management skills.  Expertise with construction-related matters, field operations and program development are competencies needed for this position.

•             At least one (1) year of experience supervising staff in sewer repair and construction

•             Experience with Maximo software

•             Experience in implementing permit procedures, i.e., excavation or building permits

•             Experience in construction permit coordination or related

•             Experience in enforcing public standards and application to public construction contracts

•             Experience in public right of way construction with focus on separate sanitary, separate storm,     

               and / or combined sewer systems
