About the Strategy, Innovation and Change (SIC) Bureau
Strategy, Innovation and Change (SIC) was created in 2019 to provide support to all SFPUC Business Services Bureaus in their pursuit of the following goals: 1) deliver excellent customer service, 2) ensure impeccable stewardship of resources, 3) promote long-term financial sustainability, and 4) cultivate a culture of excellence.
SIC also provides leadership for initiatives that have a widespread impact on SFPUC operations. The bureau’s programs include:
- Project leadership and change management for complex transformation projects across SFPUC functions (system, policy or process changes)
- Strategy and business planning
- Performance management
- Risk management
- Identifying opportunities for efficiencies and innovation
The majority of SIC projects span the agency and require the participation of teams from multiple divisions. Based on a commitment to fostering a positive, engaged and inspired work culture, SIC works with care to build productive, committed and motivated teams aligned around SFPUC objectives.
Role description
The SIC Manager leads and manages a team of SIC analysts and staff from other SFPUC divisions to deliver a portfolio of highly complex and sensitive professional level projects. This includes strategic planning, business planning and direction and oversight of large agency-wide transformation programs to implement innovative solutions, improve levels of service and enable business continuity during times of crisis. Strong leadership, project management, change management, process improvement and communication skills are critical for this role, as well as an orientation towards innovation and continuous improvement.
Essential Functions:
- Manage the SIC team of analysts and project teams assigned from other SFPUC divisions to deliver highly complex projects including strategic planning, business planning and execution of large agency-wide transformation programs. Facilitate and steer project teams and analysts to achieve project objectives.
- Lead, supervise and monitor the work of SIC analysts in the delivery of SIC projects. Coach and mentor the team to improve performance and maintain knowledge of business management trends and best practices relevant to SIC projects.
- Support the development of the SIC service model, methods, approach to portfolio management and overall strategy; support adherence to policies and procedures of the division.
- Direct the allocation of project and division resources as needed to achieve timely outcomes and measurable goals within budget; adjust plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
- As needed, develop, manage, monitor and process professional and service contracts, and the SIC budget.
- Facilitate highly complex strategy, business planning, data analysis and performance management efforts throughout Business Services.
- Direct, oversee and implement difficult, sensitive, highly visible and complex cross-functional process and system change programs (including technology projects).
- Manage application of business planning tools to support delivery of SIC projects including organizational alignment and goal realization.
- Evaluate procedures, identify and analyze problems and issues to support SIC projects; design and implement solutions applying, as possible, proven methods for problem definition and process improvement.
- Coordinate with staff across the SFPUC to identify customer needs and develop service-level standards.
- Prepare and present sensitive and highly complex written communications for management and the Commission; lead discussions with management to seek alignment for process and policy changes.
- Analyze and evaluate the effect of highly complex and sensitive existing, newly enacted and proposed legislation or regulations on Business Services; determine impact and drive related change efforts.
- Represent SIC in SFPUC presentations to various stakeholders.
- Perform other related duties as assigned.
How to qualify
Education: Possession of a bachelor’s degree from an accredited college or university; AND
Experience: Five (5) years progressively responsible experience in a combination of the following areas: designing and implementing process or system transformation initiatives; delivering highly complex strategy, business planning and performance management efforts of significant scope; performing project delivery or analytical work in strategic planning and business planning; and managing complex projects or programs with multiple stakeholders, budget analysis, financial analysis, data analytics and reporting, legislative/policy analysis, or contract/grant administration.
Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
Experience Substitution: Possession of a master’s degree in Business Administration, Public Administration, Public Policy, Organizational Design, Organizational Psychology, or a social science inclusive of Statistics, Political Science, International Relations/ Development, etc. or a closely related field that requires systems thinking may be substituted for one year of the required professional experience.

- Experience managing project teams and/or supervising staff
- Experience conducting difficult analytical studies involving complex administrative systems and procedures
- Ability to work with authority to identify and define problems, determine methodology, evaluate data, make recommendations with appropriate justification, and develop/implement a plan of action
- Experience conducting interviews, observations, and other procedures to understand, document and validate processes
- Ability to negotiate effectively
- Strong group facilitation skills

Selection Procedures:

Online Supplemental Questionnaire (SQ) Exam (Weight: 100%): The purpose of the SQ is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of methods and procedures of strategic planning, business process development and improvement, and budget development and administration; analytical ability; leadership skills; interpersonal skills; communication; organizational skills; and technical skills.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
