About Us
The San Francisco Rent Ordinance was enacted in June 1979 by the Board of Supervisors and signed by the Mayor as emergency legislation to alleviate the city's housing crisis. The Ordinance created the Residential Rent Stabilization and Arbitration Board "in order to safeguard tenants from excessive rent increases and, at the same time, to assure landlords fair and adequate rents consistent with Federal Anti-Inflation Guidelines.” In 2020, the Board of Supervisors amended the Rent Ordinance to create a Housing Inventory, which requires property owners to report information to the Rent Board about their units on an annual basis.
Role description
Under general administrative direction of the Operations and Finance Manager, the Principal Administrative Analyst serves as the unit supervisor of the Housing Inventory and Rent Board Fee Unit at the Residential Rent Stabilization and Arbitration Board (Rent Board). The Principal Administrative Analyst plans, organizes, supervises, and conducts important, complex, and sensitive analytical work that may have substantive impact on the operations of the unit. The incumbent is responsible for supervising unit staff, developing, organizing, and directing delivery of functions, processes and operations including personnel, customer service, operations management, and assisting management in coordinating complex administrative, organizational, policy, and other issues related to important functions of the unit with other City departments, agencies, and organizations. The incumbent will provide support to the Operations and Finance Manager and senior staff through the development, implementation, and management of customer service initiatives, legislation, programs, policies, and procedures.
Essential functions of this position include:
· Plan, coordinate, and manage the daily operations of the annual Rent Board Fee cycle. This may include overseeing notice mailings, responding to customer inquiries, collection of the Rent Board Fee, processing property owner data adjustments and exemption requests, mail processing, and other related tasks.
· Plan, coordinate, and manage the daily tasks related to the Housing Inventory reporting requirement. This may include responding to customer inquiries, troubleshooting systems issues, processing Housing Inventory submissions, and other related tasks.
· Plan, coordinate, and manage Inventory and Fee-related outreach activities. This may include outreach plan development, outreach materials procurement, event coordination and staffing, and other related activities.
· Plan, develop, organize, and direct delivery of functions, processes and operations including personnel, customer service, and operations management.
· Provide administrative analysis, consultation, and managerial support on organizational, legislative, policy and other matters.
· Perform difficult and complex analyses for operations monitoring, projection, and reporting. Develop and implement operations processes, procedures, guidelines, and prepare training manuals.
· Develop and implement new policy and procedure manuals; evaluate existing policies and procedures to ensure the efficient operation of the unit; and identify and analyze problems and issues impacting the operation and implement solutions and interventions to resolve such problems and issues.
· Consult and collaborate with departmental and other agency’s staff in analyzing, developing, managing, and resolving issues affecting the unit operation and services. This may include close collaboration with SF311 Customer Service Center, Office of the Treasurer and Tax and Collector, and ReproMail.
· Conduct data analysis and prepare reports on Rent Board fee and Housing Inventory related matters for the Operations and Finance Manager and senior management to inform Rent Board policy.
· Implement new legislation, regulations, systems, programs, policies, and procedures; identify and analyze City, state and federal legislation, policies, and procedures; and develop recommendations to department managers on the effects of legislation on business processes.
· Supervise administrative staff, public contact staff, and analysts of the unit.
· Performs related duties and responsibilities as assigned.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications:
· Ability to exercise a high level of judgment and strong communication skills with managers, supervised staff, other department staff, other City agencies, and members of the public in a highly collaborative environment.
· Knowledge of landlord-tenant law, related housing law and policy.
· A high level of comfort in gathering, managing, analyzing, and disbursing data.
· Proficiency in data visualization.
· High fluency in Excel.
· Ability to translate data into understandable language for various stakeholders.
· Knowledge of best practices in data and privacy laws.
· Experience with accounting or cashiering.
· Proficiency in Cantonese, Mandarin, Spanish or another language.

SELECTION PROCEDURES:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete an MQSQ that will be emailed as part of the online employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Written Core Examination (Weight: 40%)
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills, and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:
- Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
- Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)
- Ability to use various computer software programs.
Supervisory Test Battery - (Weight: 60%)
Candidates who attain a minimum passing score on the written core examination component will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication & Conflict Management.
A passing score must be achieved on the Written Multiple-Choice Examination and the Supervisory Test Battery in order to continue in the selection process.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
Candidates may receive two or more scores in association with the above selection components. One or more will correspond to the core component of the multiple-choice exam component (i.e., core examination and/or one or more specialty areas). Those candidates who participate in the Supervisory Test Battery will attain an additional score.
Qualified applicants must achieve a passing score in order to be ranked on the eligible list/score report. Successful applicants will be placed on the eligible list/score report, in rank order, according to their final score.
Note: A passing score on the Written Core Examination must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. The department may utilize additional selection procedures to make a final hiring decision. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.
Note: Only those applicants meeting the Minimum Qualifications will be notified of the exact date, time, and place to report to the Written Core Exam.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Note: The certification rule for this recruitment is Rule of 10 Scores. The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
