The Office of the Controller’s vision is to be a model for good government and to make the City a better place. The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which are branded locally as our SF People & Pay, SF Learning, SF Financials, SF Procurement, and SF Reports & Analytics systems. These applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes.  We are committed to enhancing and expanding application functionality to better support our users’ changing needs. 

Within the Systems Division, the SF Procurement Team supports the PeopleSoft Financials & Supply Chain Management (FSCM) system with focus on the following Procurement modules: Inventory, Mobile Inventory Management, Purchasing, Strategic Sourcing, Supplier Contract Management, eProcurement, eSupplier Connection.  The following SF Procurement sub-teams were created to support these modules:  Strategic Sourcing, Inventory & Catalog, and Purchasing.

Role description

Role Description:

The SF Procurement Team is looking for a motivated individual to step into the role of Inventory & Catalog Lead.  The Lead manages a team of functional business analysts who perform and participate in a range of tasks including: documenting, tracking and assessing common and unique requirements across City departments; assessing financial and procurement systems currently used by departments; interviewing users and conducting user workshops; designing and documenting business requirements into functional specifications; testing functionalities; developing training curriculum and business/technical job aids for user system adoption; and providing user support for on-going troubleshooting, training and system maintenance.  This position will interact and coordinate with financial, systems, and management staff across the City’s various (55+) departments

Key responsibilities include:

  • Follow the system development lifecycle, internal policies and procedures.
  • Work with City Departments to adopt PeopleSoft Inventory & Catalog functionality they may not be using.
  • Utilize Oracle SQL Developer, PeopleSoft Application Designer, Query Manager, and Process Scheduler to support new development and production support break-fixes.
  • Act as a project manager.  
    • Ensure tasks are identified in the project plan, assigned with reasonable time, and completed by the due dates.
    • Report project status on a regular basis to project team, senior management, and stakeholders.  
    • Raise critical issues to stakeholders and senior management as they arise.
    • Collaborate with project team to provide resolutions.
  • Shepherd consultant contracts to completion.
  • Supervise a team of two or more.
    • Prioritize, assign, review and participate in the work of subordinate(s) in assigned unit.
    • Analyze team resource allocation and manage work assignment distribution.
  • Collaborate with Technical Team on technical development and testing.
  • Perform functional testing by creating, maintaining, and executing test scripts and plans.
  • Testing spans individual component to complex end-to-end functionality.
  • Troubleshoot and resolve production system issues raised by end users. Work closely with requesters to identify resolutions to address the issues. This may require collaboration with other teams.
  • Performs other duties as assigned. 

 

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge and experience with project management, functional, technical, or operational support of PeopleSoft Financials and Supply Chain Management (FSCM) or similar ERP system
  • Knowledge and experience with the PeopleSoft FSCM Inventory & Catalog modules
  • Experienced with Microsoft Project (Desktop or Online version)
  • Experienced with RAPID decision making
  • Experience in managing cross-functional initiatives through influence versus direct management
  • Experience managing procurement improvement and/or technology projects with aggressive schedules
  • CPM, CPSM, Scrum, Lean or similar credential
  • Knowledge of IT service delivery methodologies, such as ITIL, for mid to large scale organization
  • Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff
  • Excellent communication skills
  • Advanced SQL skills
