Role description

Project: POWER DATA SYSTEMS MODERNIZATION PROJECT

Under direction, the Energy Data Systems Manager performs a broad range of managerial, professional, technical and analytical work and is responsible for working closely with staff of Retail Services, Origination & Power Supply (OPS), Energy Settlements & Scheduling (ESS), CleanPowerSF, Information Technology Services (ITS) and Customer Service Bureau (CSB) to support the core business functions of Power Enterprise related to data collection, processing and transfer; and improve baseline utility functions. This position is responsible for integrating with other San Francisco Public Utilities Commission (PUC) Divisions and external organizations, including the power scheduling coordinator (APX, Inc.), PG&E, CAISO, and energy vendors, to ensure the proper integration of data systems supporting mandated reporting requirements.

Essential Functions:

Essential functions of this position include: providing ongoing support and development for the Power Enterprise Meter Data Management System (MDMS); administering the My Account – Power customer web portal; maintaining the electric Automated Metering Infrastructure (AMI); managing IT engineers and business specialists; coordinating with Retail Services for meter reading, validation editing and estimation, forecasting and reporting application support; coordinating with OPS and ESS for power purchase/sales systems/applications support, scheduling and CAISO settlements; providing systems/applications support for mandated climate related reporting (WREGIS, Energy Star, City Department Climate Action Plans); administering energy related software application maintenance/license agreements and contracts; working with other SFPUC groups to ensure proper integration of related applications (e.g. MDMS, Matrix, Oracle C2M, Maximo, GIS, AMI); developing Information Technology (IT) Strategic Plan and budget for Power Enterprise and working with SFPUC IT to ensure appropriate participation in the agency wide IT strategic planning effort; ensuring all IT related work complies with SFPUC IT policies and guidelines.

How to qualify

Minimum Qualifications:

Education: Possession of baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional work experience in data collection, processing, analysis, and reporting; and information technology support or data system development and integration experience. This experience must include three (3) years supervising professionals.

Desirable Qualifications

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

•             Enterprise Application Project experience coordinating enterprise application projects and further operation and maintenance - system assessment, testing, operation and maintenance, for Oracle based system.

•             Experience in Oracle C2M electric billing, Oracle database, power scheduling, electric load forecasting, AMI, Itron MV90, meter data management, hydro modeling software.

•             Experience in energy or resource related data collection/analysis is highly preferred (meter data, prices, load/demand, ISO market scheduling/settlements, MDMA or Scheduling Coordinator functions, regulatory reporting for energy).

•             Experience delivering presentations to technical and non-technical staff.

•             Experience developing policies and plans for energy data collection, processing and reporting.

•             Experience conducting research and preparing complex reports.
