About:

The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.
 

Role description

APPOINTMENT TYPE: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

The Deputy Chief Transportation Officer supports the Chief Transportation Officer in all aspects of leadership and management of Transportation Operations in the Transit Division, comprised of almost 4,000 staff. This includes oversight of transit operators, training, street and rail inspectors, station agents, dispatch, and the Transportation Management Center. In addition, the Deputy Chief Transportation Officer will lead the launch and ongoing management of the new Customer Experience Office to provide an integrated approach to delivering transit that is easier to use, more personalized, safer and more comfortable for our riders. 

This position is responsible for developing and managing programs, policies, and procedures to increase efficiency of Transportation Operations daily activities within the Transit Division. The incumbent provides highly complex management and policy support and may be required to perform duties in the absence of the Chief Transportation Officer. This position directs activities to ensure compliance with local, state and federal safety and regulatory requirements. The position is subject to 24-hour call-back during emergency situations including nights, weekends, and holidays.

The Transit Division of the SFMTA provides ongoing planning, operation, and maintenance of the public transportation network, connecting San Francisco communities at every step in the process. The Transit Division works collaboratively with other SFMTA Divisions and other city departments to provide services to our customers by operating and maintaining an extensive network of rail lines and dedicated transit lanes and over 1,000 vehicles including motor coaches, trolley coaches, light rail vehicles, historic and vintage streetcars, and cable cars. 

 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

  • Supports the Chief Transportation Officer in directing all functions of Transportation Operations.
  • Plans and evaluates staff performance and develops action plans to improve employee productivity.
  • Responds quickly and effectively to unanticipated events and emergencies and provides guidance and direction to staff.
  • Directs the formation and ongoing management of the Office of Customer Experience including hiring staff; operationalizing and refining the strategic vision for the Office; and coordinating with other relevant SFMTA Divisions and Sections to integrate this work with ongoing agency operations.
  • Produces and implements a five-year Customer Experience Action plan that incorporates service priorities from internal and external stakeholders.
  • Oversees Senior Managers within Transit Operations by focusing on initiatives that require coordination, collaboration and accountability across teams.
  • Makes recommendations to the Chief Transportation Officer, Director of Transit and the Executive Director of the agency.
  • Supports the Chief Transportation Officer in the development and implementation of the division's budget; the direction and monitoring of expenditures and assisting in the determination of resource allocation and service levels.
  • Supports the Chief Transportation Officer in the development and implementation of Transportation Operations goals, strategic initiatives, policies, procedures, and work standards.
  • Facilitates positive and constructive relationships with labor unions.

 

How to qualify

MINIMUM QUALIFICATIONS

  1. Possession of a baccalaureate degree from an accredited college or university AND
  2. Eight (8) years of full-time experience at a mass transit agency, including four (4) years of management experience supervising staff in transportation-related operations.
  3. Possession of a valid driver’s license.

Substitution: Additional qualifying experience may be substituted for the required education in Minimum Qualification on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

 

DESIRABLE QUALIFICATIONS

  • Knowledge of SFMTA’s operations, services, administration, and activities.
  • Experience with field supervision, training, and/or performance management.
  • Knowledge of transit facilities, systems, personnel allocation, and fiscal considerations
  • Skills and ability to present complex facts clearly and concisely orally and in writing.
  • Expertise in analyzing and assessing policies and operational needs and making appropriate operational adjustments when necessary.
  • Experience within a union environment involving contract negotiations and resolution of grievances.
  • Knowledge of computer systems such as Trapeze and Automatic Train Control Systems (ATCS).
  • An understanding of all aspects of safety and incident responses related to transit operations.
  • Experience preparing and presenting comprehensive reports.
  • Demonstrable skills and superior knowledge in working with office programs and software, such as Microsoft Word, Excel, Access, PowerPoint, and Outlook.
  • Experience working with a large and diverse workforce of people with different cultures, backgrounds, and opinions.
  • Ability to prioritize and organize multiple high priority assignments and projects.
  • Experience handling highly confidential and sensitive personnel issues appropriately.
  • Senior Management experience with departmental oversight.
  • Experience in systems or process auditing.
  • Experience in the areas of customer experience, customer relations/services, public outreach/engagement.
  • Experience developing and implementing successful process improvement efforts
  • Experience creating a new organizational structure.
  • Knowledge of state and federal regulations governing public transportation systems.
  • Knowledge of public administration and financial principles and practices.
  • Knowledge of transit facilities, systems, personnel allocation, and fiscal considerations. 
  • Knowledge of the City and County of San Francisco practices, processes, and procedures.
