Role description

Working under the direction of the Diversity, Equity, Inclusion, and Belonging Manager, the 1244SeniorWorkforce Equity Analyst in the Office of Diversity, Equity, Inclusion, and Belonging (DEIB) will work to assist the project management, progress tracking, and data analysis for the Phase 1 Racial Equity Action Plan.

The Senior Workforce Equity Analyst will assist with implementation and project management Phase 1 of the Agency’s Racial Equity Action Plan to ensure steady progress and organizational accountability. Additionally, the Senior Workforce Equity Analyst will assess the efficacy of implementation strategies and policy changes to meet desired outcomes. The Senior Workforce Equity Analyst will work in close collaboration with fellow human resources colleagues from across all human resources units and the Policy and Planning Unit to draft reports on the progress of our racial equity work and develop standardized metrics for measuring the success of our efforts.

The Senior Workforce Equity Analyst will assist with normalizing conversations concerning race and equity issues; providing training and technical assistance to leadership and staff in approaching racial issues and policy changes to promote equity; and leading and coordinating equity activities that may include lunch and learn discussions; town hall meetings; group presentations; and training sessions.

Diversity, Equity, Inclusion, and Belonging initiatives include: collaborating with other City departments and community partners to increase workforce diversity; instituting organizational change tools and practices that embed a racial equity lens in all of our work; identifying and cultivating racial equity champions throughout the Agency; providing individual and group conflict resolution; compiling and analyzing diversity, equity, and inclusion statistics; preparing reports on Agency diversity and using these reports to recommend measures to increase effectiveness of racial equity efforts.

Essential Duties and Functions

Major functions of the position will include, but are not limited to:

1. Project management and tracking to ensure steady implementation of Phase 1 of the Racial Equity Action Plan including: leveraging project management software and strategies to ensure desired outcomes are achieved; creating progressive timelines and deliverables to drive progress; and collaborating and communicating with key stakeholders to ensure buy-in and collective decision making.

2. Developing comprehensive metrics and performance measures to track, evaluate, and report on effectiveness of recommendations and equity initiatives and presenting findings to internal and external stakeholders. Stakeholders may include staff at all levels throughout the City, clients, labor and community partners, and other stakeholders.

3. Collaborating with partners internally and throughout the City to strategically align efforts identifying the core priorities for programmatic development and implementation of DEIB processes. These may be in the areas of hiring/recruitment, leadership pathways/promotion, and organizational culture.

4. Assisting in developing change management procedures and strategic planning to inform DEIB initiatives.

5. Providing safe spaces that provide frequent and consistent opportunities to discuss race and equity. These spaces might include one-on-one meetings, lunch and learns, work groups, suggestion boxes, town halls, and workshops that encourage ongoing conversation on DEIB topics.

How to qualify

1. Education

Possession of a baccalaureate degree from an accredited college or university; AND

2. Experience

Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:

Education Substitution

- Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution

- Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

Experience Substitution

- Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience

5. Excellent written communication skills, including the ability to independently draft written correspondence, reports, and memos with minimal supervision.

6. Excellent verbal communication skills, including experience and comfort leading conversations about race.

7. Ability in interpreting, implementing, and explaining complex policies and procedures.

8. Experience developing change management processes at a large-scale.

9. Emotional intelligence and interpersonal skills.

10. Ability to tolerate ambiguity and be comfortable engaging in self-driven activities.

11. Strong work ethic, professional transparency, and sound business acumen

Selection Procedures

Note: A passing score must be achieved on the Written Core Examination in order to continue in the selection process.

Written Core Examination (Weight 100%)

The Core Examination will be administered remotely. This computer-administered exam can be taken at home. Candidates must have access to a computer and a reliable internet connection to participate in these exams. Candidates will be scheduled for a specific time and date to complete the examinations. Candidates who meet the minimum qualifications will be invited to participate in the exam component described below.

Core Examination (Weight 100%):

A multiple-choice examination, designed to measure relative knowledge, skills and abilities in job-related areas including, but not limited to:

Ability to analyze, evaluate and interpret data and information, including the ability to exercise good judgment when evaluating data and information.

Ability to read, comprehend, interpret and/or apply written information, rules, procedures, regulations, etc.

Knowledge of, and the ability to apply policies, rules, and laws relating to recruitment and hiring processes, Civil Rights Act Title VII, EEO laws, and ADA

Knowledge of, and the ability to apply principles, techniques, procedures and practices relating to job analyses, position classification, valid selection procedures and research, including the ability to perform mathematical calculations associated with these activities.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Your score will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take this test. If the selection process for the future announcement is held within one year of the date of this examination and it includes the core exam your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the core test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Minimum Qualification Supplemental Questionnaire (MQSQ) = Qualifying

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
