This temporary-exempt (TEX) position is excluded by the Charter from the competitive Civil Service examination process and shall serve up to a maximum of three (3) years at the discretion of the Appointing Officer.

The San Francisco Department of Public Health is accepting applications for a temporary exempt Director of Emergency Preparedness and Disaster Management (0932 Manager IV), Laguna Honda Hospital.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.

The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

Under the direction of, and reporting to, the Laguna Honda Hospital Chief Executive Officer/Nursing Home Administrator, the Director of Emergency Preparedness and Disaster Management (0932 Manager IV) functions as a senior manager at Laguna Honda Hospital (Hospital) and assumes primary responsibility for all the emergency planning, preparation, and preparedness activities of Laguna Honda Hospital. They will provide direction on the organizational structure, staffing, and resource allocation (and determination of future resource needs) of the Hospital as it relates to establishing an Emergency Preparedness and Disaster Management program that meets and exceeds regulatory standards. This role will provide direct and indirect supervision for peers and subordinate personnel who oversee the plans, operations, and exercises such as fire drills, training, and continuous quality improvement. The Director of Emergency Preparedness and Disaster Management will be responsible for interfacing with other city agencies to coordinate preparedness and response efforts and administrative systems, policies, and procedures. They will also interface with officials from regional, state, and federal entities and will represent Laguna Honda Hospital in meetings. They will direct and organize all Emergency Preparedness including making decisions that involve program planning, directing, and current and future resource needs for preparedness and response. They will develop policies and procedures that will affect the delivery of hospital services during a disaster and the planning for those disasters.


The Director of Emergency Preparedness and Disaster Management (0932 Manager IV) performs the following essential functions:

  1. Plan, monitor, evaluate, and supervise the operations and activities for emergency preparedness in compliance with regulations and Hospital policies and procedures to maximize the Hospital’s preparedness for emergencies and disasters.
  2. Develop, implement, and maintain procedures for Laguna Honda Hospital preparedness; supervise, oversee, evaluate, and coach subordinates to ensure compliance with preparedness goals of the Hospital as well as regulatory requirements and patient safety guidelines.
  3. Direct the allocation of resources to achieve preparedness and response goals within the budget and adjust to respond to emergency needs and address departmental priorities; oversee and administer the Laguna Honda Hospital Emergency Preparedness Budget.
  4. Lead the planning, development, and implementation of preparedness plans that span the entire hospital and serve as a liaison for the department with other City/County staff, policy-making officials, and officials from regional, state, and federal agencies, including negotiating and resolving difficult and complex issues and problems.
  5. Ensure tracking and recording of staff training, required drills and other safety activities, and the storage and monitoring of emergency food and water supplies as required by regulation.
  6. Monitor and evaluate the effectiveness of planning and response efforts within Laguna Honda Hospital, and identify, recommend, and implement improvements.

Director of Emergency Preparedness and Disaster Management (0932 Manager IV) performs other duties as assigned or required.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all elements below—education, and length, type, and level of experience including supervision of professionals):

1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university,

AND

2. EXPERIENCE: Five (5) years of verifiable professional work experience in emergency preparedness and response of which three (3) years must include experience supervising professionals.

EDUCATION SUBSTITUTION: Additional qualifying experience as described above may be used to substitute for the required degree on a year-for-year basis. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
