This temporary-exempt (TEX) position is excluded by the Charter from the competitive Civil Service examination process and shall serve up to a maximum of three (3) years at the discretion of the Appointing Officer.

The San Francisco Department of Public Health is accepting applications for a permanent exempt Administrator, Facility Services and Capital Projects (0941 Manager VI), Laguna Honda Hospital.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.

The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

POSITION DESCRIPTION 

Under the direction of, and reporting to, the Laguna Honda Hospital Chief Executive Officer/Nursing Home Administrator, the Administrator, Facility Services and Capital Projects (0941 Manager VI), plans, organizes, and directs the operational and technical support services of Facilities Maintenance, Engineering, Fire Life Safety, and Capital Projects at Laguna Honda Hospital. The Administrator, Facility Services and Capital Projects will have additional oversight of construction and Chair the Environment of Care Committee.  
  
The Administrator, Facility Services and Capital Projects will be responsible for providing administrative oversight and policy direction to operational and functional areas of the departments managed. A high level of skill, knowledge, and the ability to make independent decisions within established policies and procedures set forth by the LHH Chief Executive Officer, Board of Supervisors, Federal, State and County laws, ordinances, and regulations, is required.  
  
The Administrator will play a key role on the team that oversees campus renovation and construction.  The Administrator oversees a multi-trade team of employees that includes, but is not limited to stationary engineers, carpenters, electricians, plumbers, and painters.  
  
The selected individual will maintain excellent relationships with County and Union representatives and leadership, peers across the San Francisco Health Network and will work to improve staff satisfaction. They must foster development and growth of the facilities team. The ability to take initiative, embrace change, and exercise sound judgment with all, including staff and colleagues, is required. In conjunction with LHH leadership and when required, City and County of San Francisco leadership, the Administrator will exhibit a collaborative, team-building approach, with integrity at the core of their management approach. They must be a strong and transparent communicator. 

ESSENTIAL DUTIES 
The Administrator, Facilities and Capital Projects (Manager VI) will perform the following essential functions: 

  1. Achieve the primary goal of providing a home-like, safe environment for our residents and protect and promote their rights. 
  2. Plan, direct, manage, monitor, coordinate, control, and continuously evaluate the operations and support service activities of the Hospital. 
  3. Direct the operational and technical support services of facilities maintenance, engineering, fire-life safety, and capital projects at Laguna Honda Hospital. 
  4. Oversee construction projects; Chair the Capital Projects Committee and partner with the Chair of the Environment of Care Committee.
  5. Lead, guide, and direct assigned departments and responsibilities in accordance with local, state, and federal regulations and standards and the established facility policies and procedures. 
  6. Develop and implement policies and procedures to ensure compliance with all regulatory requirements governing Laguna Honda Hospital as they relate to facilities, engineering, life-safety, and construction. 
  7. Represent LHH before the Health Commission and the Board of Supervisors and in meetings with employees, labor unions, and members of the public.   
  8. Work closely with DPH executive team members and collaboratively with leaders from other City departments; respond to inquiries from other non-City entities.  
  9. Supervise departments comprised of staff from, but not limited to Facilities Maintenance, Engineering, Fire Life Safety, and Capital Projects at Laguna Honda Hospital.  

The Administrator, Facilities and Capital Projects (Manager VI) performs other duties as required or assigned. 

How to qualify

REQUIRED MINIMUM QUALIFICATIONS

1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university,  

AND 

EXPERIENCE: Five (5) years of verifiable progressive management experience in a hospital facilities operations or engineering department all of which must include supervising staff.  

EDUCATION SUBSTITUTION: Additional qualifying work experience as described above may be substituted for the required education on a year-for-year basis. One year is equivalent to thirty (30) semester or forty-five (45) quarter units. 

Applicants must meet the minimum qualification requirements by the final filing date unless otherwise noted.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
