San Francisco Public Works (SFPW) currently has vacancies for the position of Junior Administrative Analyst (1820) to join teams across various divisions. 

Appointment Type: Temporary Provisional (TPV). This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Role description

San Francisco Public Works (SFPW) currently has vacancies for Junior Administrative Analysts within various divisions. As a Junior Administrative Analyst, under supervision, you will assist with and perform professional-level work in analyzing operations as they relate to the formulation and execution of the annual budget, grants, legislative/administrative policy, financial/fiscal policy, and/or contract administration.

Our department is divided into four divisions – Operations; Building Design and Construction; Infrastructure Design and Construction; and Finance and Administration. Positions can be assigned to, but not limited to, any of these divisions within SFPW.

The Finance and Administration Division
The Finance and Administration Division of San Francisco Public Works serves as the backbone of the department with an administrative portfolio that provides budget, capital planning, analytics, performance management, contract administration, human resources, and information technology support services.

The Building Design and Construction Division
The Building Design and Construction Division of San Francisco Public Works, led by the City Architect, provides architectural and landscape design services, comprehensive building planning, project and construction management, contract support and compliance monitoring, materials testing and hazardous materials investigation for the development of new – and the upgrading of existing – civic buildings, facilities, and urban landscapes to create a more resilient city.

The Infrastructure Design and Construction Division
The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, its Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions, and condominium conversions.

Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures. Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development, and apprenticeship programs, urban forestry care and tree planting, and landscape services.

Essential Duties and Functions

The duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  • Conduct field surveys and carry out routine research in connection with budget, legislative, or management studies and/or perform analysis of actual expenditures compared to the budget or public policy issues.
  • Assist in conducting difficult and complex analysis, procedural, organizational and operational investigations; surveys, and/or research relating to department/agency operations.
  • You will routinely provide information to departmental personnel on the preparation of budget and policy documents, reports, demographics, and program implementation.
  • Assists in preparing reports, proposals, and budget/program delivery calendars.
  • Assists in compiling budget requests, making budget presentations, performing cost analysis, and preparing program reports.
  • Prepares, generates, and updates budget documents, contract reports, surveys, databases, and mailing lists.
  • Track and coordinate revenue and expenditures, grants, program budgets, and other funds.
  • Assists with the preparation and submission of supplemental budget requests.
  • Assists in the preparation and coordination of the development of legislative proposals and/or statewide initiatives.
  • Assists in the preparation of quarterly and year-end financial, program and budget, and legislative reports.
  • Assists in review, processing and monitoring of contracts and contract certification processes.
  • Input and maintain data in a computerized system and generates computerized reports.
  • Maintain contract files, and other contract documents and certificates, and monitors validity of documents.
  • Performs related duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS
1. Possession of a baccalaureate degree from an accredited college or university;
AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration;

OR

2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy, or a related field.

SUBSTITUTION: May substitute up to two (2) years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.

Notes:

  1. Applicants must meet the minimum qualifications requirement by the final filing date unless otherwise noted.
  2. One (1) year full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

The selection process will include an evaluation of applications in relation to minimum requirements.  Applicants meeting the minimum qualifications are not guaranteed advancement to interview.  Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
