This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process within one year. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.
Role description
The HSH Real Estate Director is responsible for ensuring the successful completion and management of complex real estate projects, including large scale projects that are financially significant and politically sensitive. The Director manages the Department’s ongoing asset management responsibilities that support the City’s Homelessness Response System, including multiple buildings acquired for permanent supportive (affordable) housing and leased and owned emergency shelter sites.
Additional duties include: leading negotiations regarding complex lease amendments in partnership with other City agencies; structuring and negotiating purchase and sale agreements; monitoring implementation of permanent supportive housing rehabilitation projects; and, creating an asset management structure for HSH’s growing housing and shelter portfolio. The Real Estate Director supervises a team of two real estate project managers and asset managers and a principal project manager who supervises the 8-person facilities team, led by a buildings and grounds supervisor, that provides building maintenance, minor repairs, and related activities at HSH shelters, navigation centers, and access points. The role includes coordination with the Mayor’s Office of Housing and Community Development on affordable housing projects and with the City Administrator’s Office, Department of Public Works and external parties on larger repair and rehabilitation projects for HSH’s emergency shelter portfolio.
Essential Duties and Responsibilities:
- Oversees an 11-person real estate division, coordinating all departmental functions related to facilities and real property.
- With senior leadership, develops and implements mid and long-range facilities plans to ensure the financial and physical health of HSH-held assets.
- Represents HSH in cross-departmental efforts to expand the City’s portfolio of permanent supportive housing, with a particular focus on coordination with the Mayor’s Office of Housing and Community Development (MOHCD) and the San Francisco Housing Authority (SFHA).
- Manages staff in the execution of complex real estate transactions ensuring the effective coordination of all project components including planning and design, financing, contract negotiations, schedule/budget, lease-up and property management.
- Negotiates complex leases agreements that meet HSH objectives; reviews legal documents to assure that HSH’s position is adequately protected including consulting with the Office of Risk Management and other City agencies.
- Prepares and makes presentations to HSH senior staff, HSH commissioners, members of the public, and others regarding proposed projects to keep appropriate personnel apprised of the status of HSH development projects and to gain approvals.
- Monitors rehabilitation projects and HSH spending against pre-established project budget and schedules, resolving any issues that arise in order to ensure projects are completed on time and on budget.
- Coordinates with other City departments and with applicable regulatory agencies to ensure projects progress through required review and approvals.
- Manages the solicitation, negotiation and administration of consultant and vendor contracts and reviews work product for timeliness, accuracy, and effectiveness.
- Represents HSH at the City’s Capital Planning Committee and General Obligation Bond Oversight Committee and at the HSH Commission on real estate related activities and projects.
- Prepares and administers project and division budgets.
- Maintains positive working relationships with staff, internal and external agencies, people experiencing homelessness, community-based organizations that partner with HSH, and the general public.
How to qualify
Minimum Qualifications
Education:
Possession of a baccalaureate degree from an accredited college or university; AND
Experience:
Five (5) years of professional experience in real property acquisition and negotiations of which three (3) years must include experience supervising professionals.
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience as described above. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Desired Qualifications
- A minimum of 10 years of relevant experience in affordable housing development, asset management, facilities management, and/or real estate finance, preferably in San Francisco.
- A minimum of 5 years of increasing responsible experience effectively leading and managing a team, division or department doing related work.
- Possession of a Master’s degree from an accredited college or university in a field related to real estate development, planning, business, public policy, or finance.
- Direct experience in the development and/or management of affordable housing assets including acquisition/rehabilitation, capital improvements, pre-development, construction administration, and project close-out.
- Direct experience interpreting and enforcing compliance monitoring procedures and other elements of federal, state and local governmental programs.
- Excellent verbal and written communication and strong interpersonal skills.
- Strong analytical, organizational, and quantitative skills.
- Experience and expertise prioritizing multiple assignments with competing needs and continually revising priorities as conditions change.
