Role description
Under direction, the Sheriff’s Lieutenant acts as the operational and/or administrative manager of a facility/unit/watch; performs and manages performance of general law enforcement duties commands a detention or program facility on an assigned watch; commands civil process work and/or manages and coordinates civil/criminal courts; may perform, coordinate or review investigative services, manages field operations units and/or manages alternative to incarceration, and all training programs.
The essential functions of this class include the following: reviews arrest decisions and crime reports; evaluates and documents the work performance of subordinates (sworn and civilian); identifies training needs and instructs subordinates during muster or through training sessions; reviews schedules and work assignments; advises subordinates of meaning and consequences of office policies and procedures; investigates and handles complaints and grievances from community members, subordinates and incarcerated persons; initiates and conducts formal and impromptu inspections including Health, Fire Safety, Board of Corrections, facilities, incarcerated persons, subordinates, civilian staff, records, and equipment, in order to ensure that office policies and regulations are being followed; insures conformity with the Board of State and Community Correction (BSCC) and Prison Rape Elimination Act (PREA) standards; facilitates incident command in emergencies; coordinates security arrangements with federal and state agencies, including Homeland Security; acts as liaison to Air Squadron, Mounted Unit and coordinates K9 activities; manages large scale planning projects; manages budget and programs for certain rehabilitation programs; participates in request for proposals; performs research for public records requests; manages booking and releases, central records; manages and coordinates information systems; conducts research; completes special projects and assignments; acts as facility/unit/watch commander if the facility/unit/watch commander is absent; and represents the office on a variety of committees, boards, planning groups or task forces both within the office and for the City and County of San Francisco. Performs and manages performance of general law enforcement duties Lieutenants are assigned to one of the following Sheriff’s Office’s Divisions: Administration and Programs, Custody Operations, Field Operations Division, and Planning & Special Projects Division, as well as specialty non-division assignment, such as the management of Internal Affairs or other assignments based on the needs of the office.

- Two complete years of experience in current appointment in class 8308/8508 Sheriff’s Sergeant.
License:
- Valid California Driver License

Verification:
Candidates who are under consideration for appointment will be contacted by the Sheriff’s Office for verification of knowledge and skills competence. Candidates who do not meet the standards will be placed under wavier on the eligible list and will not be available for appointment until such time as they are able to meet those standards.
Note: Falsifying one’s education, training, or work experience or attempted deception on the application may result in disqualification for this and future job opportunities with the City and County of San Francisco.
Selection Procedures:
The selection process will consist of three components: 1) a video-based human relations exercise; 2) a written in-basket exercise; and 3) a performance exercise. A pass-point will be established, and only candidates scoring at or above the minimum passing score will be placed on the eligible list and considered for appointment. In addition, the office may conduct interviews before making final selections from the eligible list. A Prep Guide will be made available prior to exam administration. A description of the exam components, including component weights, will be included. The Prep Guide will also list the job-related task clusters and knowledge and abilities for the job classification. The exam will be designed to measure candidates’ relative knowledge and ability in job-related areas.

Testing Information:
Qualified applicants will be notified by email of the exact dates, times, and locations of the exam components, which are tentatively scheduled to be administered in late April 2023. Candidates must successfully complete all exam components to receive a final score.
Certification:
The certification rule for the eligible list resulting from this exam will be Rule of Three scores.
Eligible List:
Two confidential eligible lists of applicant names will be created from this recruitment, one for 8310 Sheriff’s Lieutenant (PERS) and one for 8510 Sheriff’s Lieutenant (SFERS). Candidates that successfully achieve passing scores on all the selection procedures listed above will be placed on both eligible lists. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list resulting from this test is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The resulting eligible lists will have an initial duration of 24 months and may be extended with the approval if the Human Resources Director. Upon approval of the Human Resources Director, (see CSC Rule 111A.26.5), the eligible lists resulting from this announcement may be used by other departments that also use these classifications or similar classifications.
