ABOUT CITY DISTRIBUTION DIVISION
The San Francisco Public Utilities Commission’s City Distribution Division (CDD) is responsible for directing approximately 322 employees in the operation and maintenance of the 4 active water distribution systems within the City and County of San Francisco. These activities include, but are not limited to: operating and maintaining 20 pump stations (7 hydro-pneumatic stations), 10 reservoirs, 8 storage tanks, 20 regulators as well as other ancillary appurtenances and equipment; installing, repairing and maintaining 1,281 miles of water distribution mains including 181,000 service connections and meters and five water systems (2 permitted potable at CDD and Treasure Island/Yerba Buena Island, Auxiliary, Recycled, and Groundwater); engineering and designing new main and feeder extensions; managing the flora and fauna on over 1,000 acres of city owned property and rights-of-ways; and responding to all two-alarm or greater fires to assist the Fire Department in maintaining adequate water volume and consistent pressure while fighting fires.
Role description
Under direction of CDD's Manager of Business Services and Innovation, the Workforce, Financial and Business Services Manager plans, organizes, supervises, and conducts important, difficult, complex, and sensitive administrative and analytical work that has substantive impact on the operations of SFPUC's City Distribution Division, an operating division with more than 300 staff. The 0922 acts as the HR departmental liaison as well as the liaison with PUC's finance, accounting, and customer service departments for CDD business programs, and oversees 23 clerical, administrative, and custodial staff performing functions related to personnel and training, agreements, procurements, and financial services, administrative and custodial services, programs and reporting.
The essential job functions may include, but are not limited to:
- Manages programs, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.
- Monitors the work of and coaches subordinates to improve performance.
- Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.
- Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.
- Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
- Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
- Assists in developing and implementing operational policies to ensure the efficient operation of section or program.
- Class 0922 – the Workforce, Financial and Business Services Manager performs other related duties as required.
The ideal candidate should have excellent written, interpersonal, organizational and communications skills and should exhibit adaptability to become proficient in various enterprise software systems. The successful candidate is a team player who works well with both technical and non-technical resources, and shares the SFPUC’s commitment to fiscal stewardship, outstanding customer service, and continuous improvement. We are looking for a candidate that has a passion for people management and streamlining processes, and prior experience working in the public utility or government sectors.
How to qualify
If you are interested in this job, we are looking for people that have the following minimum qualifications:
Education: Possession of a baccalaureate degree from an accredited college or university; AND
Experience: Three (3) years of professional level experience in Administrative, Finance and Accounting, Human Resources, or Operations; AND
License: Possession of a valid drivers license.
Substitution: Additional verifiable professional level experience in Administrative, Finance and Accounting, Human Resources, or Operations may substitute for up to two (2) years of the education requirement on a year for year basis. One (1) year is equivalent to thirty (30) semester units or forty five (45) quarter units.
One year of full-time employment is equivalent to 2,000 hours. (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

- Two (2) years of the professional level experience listed above include supervisory experience

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Examination (Weight 100%)
The Supplemental Questionnaire is an exam and contents will be evaluated and scored. The purpose of the Supplemental Questionnaire Exam is to evaluate the experience, knowledge, skills, and abilities that candidates possess in job-related areas which have been identified as critical for this position. These may include but are not limited to:
- Displays good interpersonal skills, maintains smooth working relationships and appropriate workplace conduct. Maintains a safe working environment. Accepts and offers constructive criticism in a positive manner. Develops trust and confidence with work contacts in and outside of the organization. Approaches and resolves conflicts tactfully and effectively with personnel at all levels. Is responsive and constructive in dealings with work contacts. Able to handle confidential items appropriately and with discretion.
- Strong organizational skills with abilities to set priorities and determine resource requirements to meet long and short-term strategic goals.
- Ability to enforce existing policies and procedures for subordinate work groups; resolve workplace conflicts; build morale and teamwork with staff; provide training and career advancement opportunities; and implement progressive disciplinary processes appropriately.
- Ability to manage, administer and/or coordinate an operational section juggling many different tasks of high importance developing achievable goals and ensuring accountability and completion of work tasks.
- Strong analytical and problem-solving skills. Ability to think outside the box with new challenges.
- Experience in change management and process improvements.
- Experience planning, tracking, and managing budgets alongside schedules and milestone expectations.
- Computer Skills: experience with business-related computer applications such as Microsoft Office programs: Word, PowerPoint, Excel, and Microsoft databases; ability to effectively navigate financial and business services applications and databases.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.
Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director. The department may administer additional position-specific selection procedures to make final hiring decisions.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
