Systems Division:

The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

Role description

The PeopleSoft Developer and Technical Business Analyst reports to Systems Development Lead and is a member of the Systems Development Team. The team operates under the Technical wing of Systems Division. This is a high performing, award winning team; with members having over a decade of expertise in ERP systems. This role performs in the 1054 Expert category. The analyst will primarily perform complex development during build phase of a project while contributing to various phases of a project in a techno-functional capacity. The analyst will participate in end-to-end design discussions with functional analysts and business users; as applicable. The analyst will partner with the functional team in producing optimal solutions for complex business problems & optimal design approach for system enhancements.

The analyst will work in close collaboration with Systems Development Manager, Development Leads, Business Analysts, Programmer Analysts, Technical Infrastructure Analysts & PMO. The analyst will work on maintenance, production support and enhancements in PeopleSoft systems. This includes development of reports, interfaces, customizations, workflows, data conversion & integrations. The work involves complex analysis, design, programming, testing, system documentation, problem research and troubleshooting live PeopleSoft systems. The work also involves impact analysis & retrofitting during selective adoption & PeopleSoft Update/Upgrade projects. The analyst will take complete ownership of assigned tasks & handle multiple concurrent deadlines effectively; as required.


Essential duties for this job include but are not limited to:

1. Aid staff in the evaluation of user service requests to determine & recommend the most appropriate solution aligning business requirements with system requirements.

2. Plan, analyze, design and implement a variety of new functionalities. Analyze, research & repair program logic and systems; assist peers in diagnosing program failures; conduct code reviews of own & peer work.

3. Design, code, test, debug programs & implement customizations including pages, menus, workflows, self-service components, batch jobs, reports, queries for PeopleSoft systems & for special projects.

4. Code & test data interface between internal and external systems using interface-appropriate communications tools like Integration Broker, application messages, web services, application engine, SQR.

5. Write technical design specifications; develop unit test plan documentation in support of complex programming work.

6. Assist users & other analysts in diagnosing complex program failures; develop recovery & backup procedures; detect, identify and correct software deficiencies.

7. Provide regular & accurate reports including progress updates on assigned tasks; ensure program specifications are complete; produce basic components to ensure complete programming; review specifications submitted by vendors & users to ensure compatibility with current systems.

8. Partner with functional analysts in analyzing requirements, conducting fit-gap analysis, mapping requirements to system solutions, drafting systems design, deployment & user support strategy. Provide techno-functional expertise during system maintenance, upgrades and enhancements.

How to qualify

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications

  • Five (5) years of experience working with structure design techniques, including data models; writing technical design specifications for enhancements, customizations, reports, interfaces, workflows, or data conversion in a PeopleSoft environment. This experience must include the following:
  • Four (4) years of technical design and development experience with PeopleSoft Development Tools (PeopleTools 8.5x, Application Designer, PeopleCode, SQR, Process Scheduler and PeopleSoft Query).
  • Four (4) years of experience writing complex SQL on Oracle relational databases.
  • Four (4) years of experience in PeopleSoft Financials & Supply Chain (FSCM) or PeopleSoft Human Capital Management (HCM) system and module functionality, fit/gap analysis, customization, and testing strategies.
  • Two (2) years of technical design and development experience with Application Engine, Component Interface, Approval Workflow Engine (AWE), Application Packages and XML Publisher Reports.
  • Integration experience between PeopleSoft Financials & Supply Chain (FSCM) and PeopleSoft Human Capital Management (HCM) using the delivered integration Broker Service Operations. 
  • PeopleSoft Fluid development experience. Experience with De-customization/ PeopleSoft new configurable features. Experience with live production support of PeopleSoft FSCM or HCM Systems.
  • Experience with IT Project Management, Requirement Gathering, User Interface Design and Systems Design.
  • Techno-functional experience with at least 2 modules in Oracle PeopleSoft FSCM or HCM systems.

  • Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit). 
  • Experience using PeopleSoft Query, Oracle SQL Developer, or other SQL development tools to report and analyze structured data.
