Role description

DT Strategic Sourcing Team manages all procurement activities for the Department of Technology and the Enterprise Agreements (EAs) that are used by all City Departments to purchase information and communications technology (ICT) products and services, such as computing and information technology, broadcasting, telecommunications, and internet.  We are a service-oriented and dynamic group consisting of six procurement and contracting experts.  Since DT adopted the Shared Services model, we have negotiated and managed dozens of citywide technology contracts, making technology procurement in the City faster, more reliable, and at a lower cost.  In addition, we actively manage our suppliers and contracts to ensure vendor performance and coordinate cross-department knowledge sharing on technology procurement.

Position:

The Contract and Policy Analyst position works in the Strategic Sourcing Team of the Finance Division at Department of Technology (DT).  Under general direction, this position plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the area of contract administration and negotiation, including both supplier and customer contracts.  This position also analyzes policy, legislative and financial issues with respect to information technology as well as wired and wireless broadband communications.

This position also assists in the designing, building, facilitating and managing the following committees, customer advisory groups, and teams: 1) Technology Procurement Information Sharing Group that coordinates the development and management of citywide Enterprise Agreements (EAs), 2) the Shared Services Forum (SSF) that incorporates feedback and guidance from our client departments, and 3) an internal team focused on the department service catalog, policies, Memorandum of Understanding (MOU), and Service Level Agreement (SLA).

Essential Duties:

1. Facilitates the drafting of all Memorandums of Understanding (MOUs) and Service Level Agreement (SLA) to meet Department's business requirements, and to ensure that they are moved through the process in a timely manner for budgeting and billing purposes.

  • Works with program/project managers and business stakeholders to review MOU provisions and scope of work.
  • Collaborates with budget and revenue billing staff to prepare cost estimates and terms for the MOUs;
  • Obtains concurrence and approval from client departments

2. Coordinates the preparation of all related procurement documents (e.g., RFI/RFQ/RFPs, contracts, purchase orders) to meet Department's business requirements, and ensure that they are moved through the procurement process in a timely manner, and in compliance with all applicable laws, regulations and policies.

3. Conducts competitive contract vendor selection processes, negotiates contracts and provides technical assistance to staff and contractors on contracting policies, procedures and requirements; analyzes supplier responses to RFPs and determines potential financial impact on the Department or city-wide.

4. Analyzes existing and proposed administrative policies and procedures related to strategic sourcing and procurement.  Supports DT in accomplishing its missions by managing procurement and contracting requests efficiently and effectively, especially the citywide technology enterprise agreements (EAs).

5. Establishes, administers, monitors, coordinates and acts as liaison regarding application for and management of complex, multiple-source capital projects and/or grants; directs and/or conducts monitoring for compliance with funding, legal, service, record keeping, auditing, and other requirements.

6. Monitors state and federal legislative and regulatory actions that will impact the City's information technology plan.

  • Recommends policy positions through state and federal policy. Assists in advocacy by the Mayor and City Attorney's Office.  Prepares and presents reports with recommendations and appropriate justification based on studies and surveys.
  • Assures that DT's technology capital plans comply with cybersecurity efforts in support of secure and reliable access, resiliency, and continued operations in the event of an emergency or natural disaster.
  • Reviews fiber expansion plan and develops Smart Cities/IOT recommendations and feasibility of expanding the use of City telecom facilities.

7. Performs related duties and responsibilities as assigned.

 

Job Type:

The Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

Work Location:

Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103).  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

This position does not support fully remote work. Employees may be permitted to work a hybrid schedule with supervisor approval, after which they must work at least two days in the office every week.

Nature of Work:

Incumbent must be willing to work (8am-5pm Monday – Friday, 40-hour week) as determined by the department.  Travel within San Francisco may be required.

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications:

  • Experience with information technology and communications policy and governance.

Special Requirements:

Criminal Justice Information Services (CJIS) Security Clearance is required.  (See Security Clearances and Background Investigations below).
